About this file

This is Addendum #1 to Request for Proposal RFP-26-003 issued by the Texas A&M Forest Service Purchasing Department on November 14, 2025, addressing the procurement of medium lift helicopters for multi-mission operations including wildland firefighting, search and rescue, emergency medical services, and law enforcement. The addendum provides clarifications and modifications to the original RFP through forty-one numbered questions and answers, as well as four formal changes to specific RFP sections. Key clarifications address aircraft equipment specifications including avionics systems (TCAS and weather radar options), emergency medical services interior configurations, radio systems (specifying Technisonic 2 TDFM 9000 radios with MCP ports rather than TDFM 9300), cargo restraint provisions, and delivery timeline capabilities. The addendum confirms that proposers should base their bids on standard equipment with current certifications, that delivery timelines should be provided for each aircraft with responses to be evaluated accordingly, and that the first delivery must occur within 24 calendar months of award with subsequent aircraft delivered within 6 calendar months of the previous delivery. The original proposal deadline of November 24, 2025, at 2:00 P.M. Central Standard Time remains unchanged, with the addendum emphasizing that responding bidders must return signed and dated copies or face potential bid disqualification.

The addendum clarifies that the procurement is intended to serve multiple missions requiring modular and easily removable life support equipment, confirms that wheeled landing gear is acceptable as an alternative to skids, and specifies that all equipment must be installed during firefighting operations in high-altitude and high-temperature conditions. Notable deletions include the removal of the Certified Portable Electronic Devices requirement and the Technology Access Clause (section 5.5.4) from the RFP. The addendum confirms that Texas A&M Forest Service reserves the right to request a Best and Final Offer but does not anticipate doing so, acknowledges that ferry flights are acceptable delivery methods, and recognizes that aircraft testing prior to delivery will not be considered "use" for purposes of the new equipment requirement. Proposers are instructed to provide weight and performance data for equipment solutions they recommend and to submit pricing on standard training packages. No extension to the proposal deadline was granted despite two requests from potential bidders.

Answer 11:

Please provide the solution you feel best meets our needs. Make sure to include weight and performance data.

Question 12:

Certified PEDs is historically a fixed wing STC. The Liberty Partners STC11071SC is not currently certified but can be quoted for the 412. Is this required or carry over from Fixed Wing RFP?

Answer 12:

We recommend Texas A&M Forest Service use mission driven performance requirements such as HOGE performance or useful load performance versus weight limitations to procure the best aircraft for the mission.

Answer 20:

The parameters are intended to set minimum performance and design requirements.

Question 21:

Most EMS helipads have weight restrictions for operating aircraft. Please provide a list of approved helipad locations which TFS will be using with a certified landing weight of 16,000 lbs. We recommend the use of any aircraft which can complete the operator's mission and operate within the common EMS landing pad weight restrictions.
