1.0 Introduction

The Texas Health and Human Services Commission (HHSC) – Child Care Regulation (CCR) division issues permits for Registered Home and Licensed Home childcare providers. Applicants are required to take training and assessments prior to applying for a permit as a Registered Home or Licensed Home childcare provider. Currently applicants must find, and often pay, for this training through various online resources, creating a barrier to application. CCR is interested in finding a way to remove this barrier.

1.1 Purpose

This Request for Information (RFI) is to obtain information on childcare training that is currently available or easily adapted for pre-application training. This training must meet the requirements of TAC Rule 747.1007 and 747.1107. The training should be free to applicants and cover all required topics which would encourage more applicants to complete the permitting process successfully.

1.2 Background

CCR regulated 16,384 registered and licensed homes and licensed centers and approximately 31,685,234 children were served in Fiscal Year 2024. There are approximately 1300 participants across the State of Texas who take the Childcare training each year. Note that participants will not be required to use our training, so they may seek other training to fulfill the requirement.

The training topics are required by TAC Rule 747.1007 and 747.1107. The training and assessments shall be computer based for independent training and assessment. These free trainings are available for all home-based applicants. The training curriculum may also be used by licensed child care homes, registered child care homes, and licensed child care centers to provide some of their required annual training topics.

CCR requires primary caregivers of a registered or licensed child care home to have proof of pre-application training in the following areas:

a. Prevention, recognition, and reporting of child maltreatment;

b. Recognizing and preventing shaken baby syndrome and abusive head trauma;

c. Understanding and using safe sleep practices and preventing sudden infant death syndrome

(SIDS);

d. Understanding early childhood brain development;

e. Understanding the developmental stages of children;

f. Emergency preparedness;

g. Prevention and controlling the spread of communicable diseases, including immunizations;

h. Administering medication, if applicable, including compliance with Texas Administrative

Code §747.3603 relating to obtaining authorization before administering a medication to a child in my care;

i. Prevention and response to emergencies due to food or an allergic reaction;

j. Understanding building and physical premises safety, including identification and protection from hazards that can cause bodily injury such as electrical hazards, bodies of water, and vehicular traffic;

k. Handling, storing, and disposing of hazardous materials including compliance with Texas Administrative Code §747.3221 relating to caregivers wearing gloves when handling blood or bodily fluids containing blood; and

l. Precautions in transporting children if your child-care home plans to transport a child whose chronological or developmental age is younger than nine years old.

Note that training modules may be changed, added, or removed based on legislation or Agency needs over time.

Each module will have an assessment for the participant to take until they pass it. Once passed, they should receive a certificate stating they have passed it.

HHSC will have ownership rights to the training, assessment, certificate generator, and participant records.
