About this file
This is an Invitation for Bids (IFB) issued by the Texas Department of Criminal Justice (TDCJ) Contracts and Procurement Department for the procurement of red oxide primer. The TDCJ seeks to establish a purchase order for 140,000 pails of red oxide primer manufactured by CPC (Item #: OAP835-ROX/PL, 5-gallon size). Delivery is required to the TDCJ Coffield Unit Metal Fabrication facility located at 2661 FM 2054 West, Tennessee Colony, TX 75884. The bid opening is scheduled for November 5, 2025, at 3:00 P.M. CST, with a deadline for all questions set for Tuesday, October 28, 2025, at 10:00 AM CST. Answers to questions will be posted as an amendment on Wednesday, October 29, 2025. Bidders are encouraged to contact the Point of Contact (POC) between 7:00 AM and 4:00 PM, Monday through Friday. Electronic submission of bids via email to BIDS@TDCJ.TEXAS.GOV is preferred, with a 10 MB attachment limit per email. Hard copy submissions are also accepted, requiring one original signed paper copy submitted to Two Financial Plaza, Suite 703, Huntsville, TX 77340.
Freight costs must be quoted as F.O.B. destination, prepaid and allowed. If the freight line is left blank, TDCJ will assume freight is not charged or is included in the item price. Delivery is a factor in the award decision. All documents must be submitted in Microsoft Office formats (Word and Excel) or as Adobe portable document format (PDF); responses in other formats may be disqualified. The bidder must certify compliance with suspension, debarment, and terrorism restrictions, as well as compliance with Texas statutes and procurement rules. The contract includes provisions requiring Material Safety Data Sheets (MSDS) per the Texas Hazard Communication Act for hazardous materials. Security procedures apply to all deliveries to TDCJ correctional facilities, including staff escort requirements within facilities, vehicle security measures, restrictions on contraband, appropriate attire, prohibitions on ex-inmates and minors, and prohibition of pets. TDCJ reserves the right to remove and refuse entry to any individual violating these restrictions. Primary contact for inquiries is Cameron Bittick at 936-437-3858 or CAMERON.BITTICK@TDCJ.TEXAS.GOV; secondary contact is Daniela Castaneda at 936-437-3863 or DANIELA.CASTANEDA@TDCJ.TEXAS.GOV.
