About this file

This is Addendum 1 to the Invitation for Bid issued by the City of San Antonio Finance Department, Procurement Division for the 2026 Street Rehabilitation Task Order Contract Package 4 (ID No. 23-04184-04). The addendum modifies the original bidding timeline and provides clarifications from a pre-bid meeting held on October 30, 2025. The primary administrative change extends the bid opening date from Tuesday, November 25, 2025, to Tuesday, December 2, 2025. The project encompasses street rehabilitation work including hot mix asphaltic pavement placement (11,000 tons of Type D pavement and 26,500 tons of Type B pavement), water utility work (valve box adjustments, relocations, and replacements totaling approximately 70 work items), and sewer utility work (manhole adjustments, reconstructions, and cover replacements totaling approximately 250 work items). A non-mandatory pre-bid meeting was conducted via WebEx on October 30, 2025. Bidders must acknowledge receipt of this addendum in CivCast, the online bidding platform, as acknowledgement is a requirement for bid submission. The contract is structured as a unit price task order contract with estimated quantities for budgetary purposes, allowing the City to order all, some, or none of the specified work.

The addendum addresses key questions raised during the pre-bid meeting, including staging area logistics on small streets, bid bond documentation requirements, and project scheduling concerns. The City clarified that individual staging plans will be evaluated and agreed upon with the Project Management and Construction Management Team when on-site staging is not feasible. All bid bonds must include the Important Notice/Claims Information page. The City confirmed that multiple addenda are not anticipated for this project, as issues causing addenda on previous projects have been resolved. Additionally, the CivCast Bid Form has been revised and replaced with an updated document. The total project budget is estimated at $4,950,000.00, with funding distributed among the City of San Antonio ($4,750,000.00), SAWS Water ($70,000.00), SAWS Sewer ($120,000.00), and CPS Energy ($10,000.00). The project requires substantial completion within 240 calendar days and is subject to local preference programs, Small Business Economic Development Advocacy requirements, veteran-owned small business preferences, and prevailing wage compliance.

Finance Department, Procurement Division P.O. Box 839966 | San Antonio, Texas 78283-3966

On Thursday, October 30, 2025, the City of San Antonio hosted a Pre-Bid Meeting to provide information and clarification for the 2026 Street Rehabilitation Task Order Contract Package 4 project. Below is a list of questions that were asked at the pre-bid meeting. The City’s official response to questions asked is as follows:

Question 1: Regarding the staging area, how do we stage on small streets?

Response: When staging within project limits is not possible, an individual staging plan will be evaluated and agreed to with the Project Management and Construction Management Team prior to construction.

Question 2: Is the Important Notice/Claims Information page required to be included with the bid bond document?

Response: Yes, the Important Notice/Claims Information page needs to be included as a part of the bid bond document, as the bid bond doesn’t have the contact/claims information elsewhere if it is needed.

Question 3: Is there a reason why the Bid Opening was scheduled the week of Thanksgiving?

Response: In the interest of maximizing the number of bid responses, the Bid Opening date has been changed as specified in this Addendum 1.

Question 4: Do you anticipate a lot of addenda like other recent projects?

Response: No, the issues related to multiple addenda for several other projects have been resolved and are not expected to affect this project.
