About this file
Houston City College (HCC) has issued a Request for Quotes (RFQuote 26-04) for Parade Floats and Related Services through its Procurement Operations Department. The solicitation seeks qualified vendors to provide parade float design, construction, transportation, and support services for five annual parades: Martin Luther King Parade (January), Houston Livestock Show and Rodeo Parade (February), Cinco De Mayo Parade (May), Juneteenth Parade (June), and Fiesta Patrias Parade (September). Quotes are due by November 06, 2025, at 2:00 p.m. local time via the HCC Bid Portal, with a proposed one-year contract term and potential three-month extension option. The contract requires vendors to have a minimum of five consecutive years of experience in parade float services, with specific technical requirements including two-level float designs, specific color schemes, safety standards, and sound system capabilities.
The pricing structure is based on a per-parade unit pricing model, with vendors required to quote an annual cost for each parade event. Contractors must provide comprehensive services including float design, construction, transportation, setup, and event-day support, with no additional service call or trip fees allowed. The solicitation emphasizes the Small Business Development Program (SBDP), which encourages participation of local certified small businesses, particularly minority and women-owned enterprises. Insurance requirements include $1,000,000 in commercial general liability, automobile liability, and worker's compensation coverage. Vendors must also complete conflict of interest questionnaires and certify compliance with state government hardening requirements related to national defense and foreign adversary restrictions.
