About this file

The document is a Request for Information (RFI) issued by the Texas Department of Public Safety (TXDPS) seeking off-the-shelf software for Continuity of Operations Planning. The RFI #IOD202510090229 aims to identify software solutions to replace their current manual process of updating and reviewing continuity plans, which is time-consuming and inefficient. The RFI was issued on 10/17/25, with a deadline for questions on 10/31/25 and a submission deadline of 11/14/25. Respondents are required to complete an enclosed questionnaire and may be asked to provide product demonstrations. The software must align with FEMA continuity program requirements, integrate with Microsoft 365/Outlook, maintain a library of historical exercises, and provide features like dashboard monitoring, dependency mapping, and report exportability.

The software requirements include being off-the-shelf with minimal licensing fees, ability to create continuity plans, store data and trends, route plan updates internally, and support multiple simultaneous users. Key questions for potential vendors include software deployment methods (on-premise, cloud, SaaS), storage requirements, certification status (FedRamp/TXRamp), update processes, and training inclusion. TXDPS emphasizes that this RFI is purely for information gathering and does not constitute a commitment to procurement. Respondents must submit their information electronically through the TXDPS Online Bid Room, and their staff must be able to pass background checks for potential access to DPS data. The document stresses that all submissions become TXDPS property and will not be returned.

1.2 BACKGROUND INFORMATION/HISTORY

TXDPS currently operates a manual process for updating and reviewing Continuity plans. Although planning updates and exercise efforts are generally successful, the current methods are time-consuming and inefficient. Major incidents and operational changes influence our need for more https://txdps.govqa.us/WEBAPP/_rs/(S(azq2qqquvzbenphwksx2ufsd))/supporthome.aspx https://txdps.govqa.us/WEBAPP/_rs/(S(azq2qqquvzbenphwksx2ufsd))/supporthome.aspx mailto:publicrecords@dps.texas.gov https://www.dps.texas.gov/section/general-counsel/public-information-requests https://www.dps.texas.gov/section/general-counsel/public-information-requests agile continuity of operations planning. The current limitations include using Microsoft Office Word to manually review and update over twenty division plans on a biennial basis, which leaves very little room for after-action review and plan updates following an incident that disrupts normal operations.
