About this file

This document is a Request for Proposal (RFP No. 304T-26-975M4) for Emergency Ground Support Equipment Rentals issued by the Cooperative Purchasing Alliance (CPA) for the Texas Division of Emergency Management (TDEM). The RFP seeks to establish a contract for rental of various emergency ground support equipment, including forklifts, pallet jacks, trash pumps, light towers, generators, HVACs, hand wash stations, portable toilets, shower facilities, and laundry services. Respondents can bid on either a comprehensive equipment rental package or specifically on roll-off dumpster services. The evaluation will be based on two primary criteria: Proof of Ability to Meet State Needs (85% of points) and Qualifications of Respondent's Liaison (15% of points), with a total of 50 points available.

The solicitation requires detailed documentation from potential vendors, including equipment inventory within Texas, delivery capabilities within 24 hours, number of equipment delivery drivers, and experience with emergency response. For roll-off dumpster services, additional requirements include demonstrating capacity for waste removal during declared disasters, providing information about roll-off trucks, dispatch capabilities, previous disaster response experience, and internal procedures for fleet management during incoming weather events. The RFP emphasizes the importance of having a qualified liaison who can coordinate emergency equipment rental and waste removal services during statewide or localized emergency situations.
