About this file

This is a Questions & Answers document for an Indefinite Delivery/Indefinite Quantity (IDIQ) Request for Qualifications issued by East Texas A&M University for Professional Engineering and Surveying Services. The university seeks to establish a pool of qualified firms to provide comprehensive engineering services including civil, structural, mechanical, electrical, and plumbing design, as well as land surveying and construction-related services on an as-needed basis. The RFQ clarifies that respondents may submit qualifications for specific service disciplines rather than requiring full-service teams; for example, firms specializing solely in mechanical, electrical, and plumbing (MEP) design or surveying services may apply independently. The solicitation specifies that geotechnical and materials testing services are excluded and should only be provided as subconsultant support under a prime engineering firm. Qualifications responses were due by 3:00 PM Central Time on October 30, 2025. The initial contract term is three years with potential for two one-year renewal options based on mutual agreement. Commissioning services are explicitly excluded from the scope.

The RFQ includes a 24% Historically Underutilized Business (HUB) participation goal, and respondents must submit a HUB Participation Plan Letter of Transmittal addressing all questions in Section 3.5 of the RFQ; a full HUB Subcontracting Plan is only required for individual projects exceeding $100,000. The questions and answers document addresses common inquiries regarding service scope, firm composition, and submission requirements, emphasizing the university's flexibility in accepting submissions from firms offering specialized services rather than requiring comprehensive service offerings from all applicants.

RFQ-26-0001

Questions & Answers

1. Could you please confirm whether the intent of this solicitation is to procure Project and Construction Management services, or Engineering Design and Survey services?

The intent is #2. This is an all-inclusive RFQ for engineering services (i.e. civil, structural, mechanical, electrical, etc.) and land surveying related to construction, determining meets and bounds, elevations, etc. We will award a pool of firms to undertake these services on an as-need basis. For example…If I need a civil engineer, I will go to my pool and determine which firm can meet our needs and timeline and ask for a proposal to do a particular project. This agreement, being competitively procured, will be able to be used without having to do an RFQ for every project on campus.

2. What type of engineering services are requested? We are a Mechanical, Electrical and Plumbing design firm. I wanted to make sure that this RFQ was not for civil engineering purposes.

See answer above in #1

3. Geotechnical/Materials Testing services – should those be provided as a subconsultant under a prime engineering firm for this procurement or will the University receive responses from Geo/CMT firms for these services only on this procurement?

Geotechnical/Material Testing is not part of this RFQ. Those would be subconsultants under a prime firm if needed.

4. The RFQ states the required services shall consist of providing engineering, surveying, & preparation of construction packages. Are we able submit qualifications for only one services?

We intend to only submit qualifications for surveying services. We do not intend to provide engineering or preparation of construction packaging services.

Yes

5. Do we have to have a full team or can we submit for just our firm's services (ex. MEP)

You can submit your firm’s services if that is what you choose to do.

6. Are we only required to submit Exhibit C – HUB Participation Plan Letter of Transmittal, addressing all questions listed under Section 3.5 of the RFQ? Or is a full HUB Participation Plan also required as part of the submission? If a full plan is needed, could you please provide the appropriate forms or templates?

You only have to submit a plan in accordance with section 3.5 of the RFQ. A full HUB Subcontracting Plan would be required for projects more than $100K individually.

7. Is commissioning included in this RFQ?

No, commissioning is not part of this RFQ
