About this file

This is an Addendum 1 to Request for Proposal 2025-09-001 issued by Central Texas Community Health Center, operating as CommUnityCare, for Data Consolidation & Missed Opportunity Capture Services. The RFP seeks a vendor to develop a custom rules engine based on the HRSA patient definition, consolidate data from disparate sources, and implement missed opportunity capture services using machine learning technologies. Key project requirements include integration with multiple third-party administrators, wholesalers, and electronic health record systems (specifically Epic), with a primary focus on supporting 340B program management. The vendor must establish or utilize existing data connections to extract information from source systems and create a database for storing consolidated data. CommUnityCare currently operates with Excel spreadsheets for data and reporting with no existing claim edits or charge integrity efforts in place. Proposals were due by 2:00 PM Central Time on October 30, 2025, with the anticipated contract term of one year and optional one-year renewals.

Regarding pricing structure, CommUnityCare indicated a preference for flat-fee models but expressed openness to negotiating percentage-based pricing arrangements. The organization confirmed that changes to current Third-Party Administrators (TPAs) for non-CVS and non-Walgreens pharmacies remain out of scope, and the vendor must be capable of capturing carved-out claims across all CommUnityCare contract pharmacy locations, with the organization willing to consider an additional vendor for contract pharmacies unable or unwilling to work with the selected vendor. Contract negotiations and redlines to the Business Associate Agreement (BAA) will be conducted post-award between the selected vendor and CommUnityCare's contracting and legal departments. No strategic pricing initiatives, claim edit leveraging from existing systems, or 340B TPA services modifications are required components of this scope.

Questions and Answers

Questions in Black, Answers in RED

1. Are you looking for an out-of-the-box rules engine or to develop a custom one?

We are looking to develop a custom rules engine based on the HRSA patient definition.

2. What is your current data and reporting tech stack? Do they use tools like Alteryx, PowerBI, Tableau?

Excel Spreadsheets.

3. Do you have a database set up to store data extracted from the source systems?

We can set one up.

4. Are we able to use “existing connections” to the source data for automated extract?

We prefer to use existing connections but are open to creating additional data feeds.

5. Are there any current claim edits built into Epic or other systems that will be leveraged?

No

6. Are there any other charge integrity/charge capture e orts in place?

7. Is there a strategic pricing initiative/evaluation needed as a component of this scope?

8. Regarding the flat fee, is that a deal-breaker? Would CommUnityCare consider percentage-based pricing models?

We prefer a flat fee but are open to negotiation on a percentage-based model.

9. Since we are sending these documents to our Legal as well, is CommUnityCare accepting redlines to the BAA after the open question period or at all?

Redlines are accepted from the awarded entity at which time negotiation will take place; contracting and legal departments will finalize all agreements.

10. Are 340B Third-Party Administrator (TPA) services, for non-CVS and non-Walgreens pharmacies, in scope for this RFP?

Changes to CUC’s TPAs are out of scope for this project.

11. Please confirm whether the referral capture requirement is for all CommUnityCare contract pharmacies?

CommUnityCare is looking for a vendor who can capture carved out claims at all contract pharmacy locations. For contract pharmacies who are unable/unwilling to work with the selected vendor, CUC will consider an additional vendor who can capture carved out claims those contract pharmacies.
