About this file
This is a Statement of Work (SOW) from the Texas Department of Transportation (TxDOT) for Licensed Commercial First Officer Services, specifically seeking co-pilots to support TxDOT's Aviation Flight Services. The SOW outlines requirements for contracted co-pilots to provide second-in-command support for TxDOT's fleet of four Phenom 100EV multi-engine, turbo-fan aircraft. Co-pilots must have a minimum of 1,500 flight hours, possess specific FAA certificates including a Commercial Pilot Certificate, Instrument Rating, and Multi-Engine Land Rating, and maintain a current FAA Class II Medical Certificate. The services will involve one-day passenger trips originating and terminating in Austin, with potential emergency flights associated with disaster relief, and co-pilots will be selected on a rotating basis with typically 24-hour notification of duty.
The document details extensive qualification requirements including mandatory background checks, a comprehensive two-day ground school, and an evaluation flight with a TxDOT evaluator pilot. Co-pilots must adhere to strict performance standards, wear prescribed uniforms, and follow TxDOT Flight Operations Manual protocols. Vendors must be businesses with at least three years of commercial piloting service experience, be in good financial standing, and provide references. Compensation will begin upon the first scheduled flight, with partial hours rounded to the nearest half-hour, and travel expenses are reimbursable with pre-approval. TxDOT reserves the right to rotate co-pilots based on factors like experience, availability, and prior service satisfaction, and will track flight hours and maintain an approved co-pilot list.
