About this file

This Scope of Work is a contract document for the Texas Commission on Environmental Quality (TCEQ) regional mobile monitoring program, seeking validation gases for ambient air analysis. The document outlines the procurement of specific gas cylinders, including BTEX (Blend), Sulfur Dioxide (SO2), Hydrogen Sulfide (H2S), Ultra-Pure Zero Air, and Carbon Dioxide Bone Dry, to support monitoring for regulatory compliance with 30 Texas Administrative Code. The contract involves delivering 7 cylinders of BTEX and SO2, 2 cylinders of H2S and CO2, and 8 Ultra-Pure Zero Air cylinders, with varying lead times ranging from 2 to 6 weeks depending on the gas type. The gases will be used to detect potential exceedances and support mobile monitoring comparison values related to exposure.

The program cost will be determined by fixed rates provided in a separate Price Form, with payment based on actual quantities used, not to exceed the Maximum Authorized Reimbursement. Invoices are to be submitted to PSEADINV@tceq.texas.org, and the estimated quantities serve as a guide, with the understanding that actual usage may vary. The gas cylinders have different certified standards, regulator specifications, and shelf lives, ranging from 6 months to 2 years, with the contractor required to notify TCEQ's Technical Specialist of any changes in shelf life or lead times that differ by more than 5 business days.

PURPOSE:

Provide validation gases for regional mobile monitoring supports detection of gases needed to carry out ambient air analysis to monitor for exceedances of 30 Texas Administrative Code, Part 1, Chapter 112, Subchapter A, Rule §112.3 and Chapter 112, Subchapter B, Rule §112.31. This effort also supports detection of gases to carry out monitoring for mobile monitoring comparison values related to exposure.

OBJECTIVE:

To establish terms and conditions for the regional mobile monitoring program to order specific validation gases necessary to determine data quality. TCEQ is seeking delivery of gas cylinders to the TCEQ regional offices.

TASKS:

The contractor agrees to provide TCEQ regional offices the gases identified below. The contractor will provide the requestor current lead times for each gas.
