About this file

The document is a Request for Qualifications (RFQ) issued by Texas State Technical College (TSTC) for Environmental Consultant Services through an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The solicitation seeks qualified firms to provide environmental consulting services across all 11 TSTC campuses statewide, supporting regulatory compliance, environmental health and safety, and due diligence activities. The RFQ (Solicitation Number 305) opens on September 12, 2025, at 2:30 PM CDT and closes on October 3, 2025, at 2:00 PM CDT, with the contract valid for one year and options to extend for three additional one-year terms. The environmental consulting services cover multiple NIGP Commodity Codes, including environmental consulting, asbestos consulting, air quality monitoring, impact studies, lead and asbestos inspection, remediation services, environmental safety services, and site assessments.

TSTC recommends electronic funds transfers for payment and requires a separate invoice for each campus location. The college does not currently require a Historically Underutilized Business (HUB) Subcontracting Plan but encourages suppliers to make good faith efforts toward HUB goals. Prices will be fixed for the first two years, with any subsequent percentage rate increases requiring prior approval from TSTC. The award will be based on multiple criteria, including responsiveness, ability to meet specifications, references, and overall best value to the institution. TSTC reserves the right to award a contract to multiple firms, partially award the contract, or make no award based on its best interests. Suppliers must submit a signed Execution of Offer, and when project awards exceed $100,000, a HUB Subcontracting Plan will be required.

TSTC Background Information

Texas State Technical College ("TSTC") is a coeducational two-year institution of higher education offering courses of study in technical vocational education for which there is demand within the State of Texas.

TSTC is mandated to contribute to the educational and economic development of the State of Texas by offering occupationally oriented programs with supporting academic course work, emphasizing highly specialized advanced and emerging technical and vocational areas for certificates or associate degrees.

Our mission, “to place more Texans in great paying jobs,” drives our institution. TSTC is pushing the boundaries in education, making outcomes the driving metric of success. We currently have 11 campuses across the state, with another new campus recently approved by the State Legislature that should be built and operating in the next few years. For more information about TSTC, go to http://tstc.edu/about.

Purpose:

Texas State Technical College (TSTC) is issuing a Request for Qualifications (RFQ) to establish an Indefinite Delivery/Indefinite Quantity (IDIQ) agreement for qualified firms to provide environmental consultant services. These services support regulatory compliance, environmental health and safety, and due diligence activities across all TSTC campuses statewide. Supplier must demonstrate the ability to provide a very high level of customer service, and after the sale care. Qualifications will be evaluated on many criteria deemed to be in the best interest of TSTC, including but not limited to responsiveness to the terms and conditions of this RFQ, ability to meet specifications, and references. TSTC reserves the right to accept that bid which in its opinion, is in the best interest of TSTC.

This IDIQ will cover all TSTC campuses. Responses to this solicitation are considered offers to contract with TSTC. Submissions do not constitute a contract and are not binding until a written agreement is executed by TSTC’s authorized representative(s) and the selected proposer. The awarded proposal will be incorporated by reference into the resulting contract. TSTC reserves the right to award a contract for all or part of the requirements, to make multiple awards to firms that provide the best value, or to make no award, based on the best interest of the College.

Failure to submit a SIGNED Execution of Offer and HUB Subcontracting Plan could result in disqualification (please make sure forms are signed when document is uploaded). TSTC is not requiring a HUB Subcontracting Plan at this time. When a project is awarded to a supplier and the dollar amount exceeds $100,000 a HUB Subcontracting Plan must be submitted with the proposal. Suppliers are not required to meet the State of Texas HUB goals however, TSTC requires that all suppliers make a good faith effort in achieving those goals.

This agreement is valid for a period of one (1) year, with the option to extend for three (3) more one-year terms. Prices are fixed for the first two years, and any increases in the annual percentage rate during the renewal periods must receive prior approval from TSTC.

Please see "Buyer Attachments" tab for Scope of Service.
