About this file
The document is a Request for Qualifications (RFQ-26-001) issued by the Texas A&M Forest Service (TFS) seeking accounting firms to provide grant compliance monitoring services for the Rural Volunteer Fire Department Assistance Program (RVFDAP). The RFQ seeks to create a pool of vendors to assist TFS with processing reimbursement requests from approximately 1,474 volunteer fire departments across Texas. The contract will be an indefinite delivery/indefinite quantity (IDIQ) agreement with an initial one-year service period and options to extend for up to three additional one-year periods. Responses are due by October 1, 2025 at 2:00 p.m., with contract award and project negotiations expected to occur after a review and selection process completed by December 1, 2025.
The selected vendor will be responsible for reviewing reimbursement submissions for accuracy and compliance, communicating with fire departments, entering data into TFS systems, and providing end-user support for the FireConnect web portal. Performance expectations include processing reimbursement files within five business days, maintaining a 98% accuracy rate, and submitting weekly status updates. The evaluation will be based on three weighted criteria: Experience & Qualifications (35%), Management Plan & Primary Team Structure (35%), and Quality Assurance/Quality Control Project Tracking (30%). TFS encourages participation from Historically Underutilized Businesses (HUBs) and will require the successful firm to make a good faith effort to include HUB companies when subcontracting.

OPENING DATE: October 1, 2025 at 2:00 P.M.
This Request for Qualifications “RFQ” provides information on the request, the minimum scope of services required, and information to aid in preparing a response to this RFQ.
Pursuant to Chapter 2254, Subchapter A, Texas Government Code, the Texas A&M Forest Service “TFS” is requesting statements of qualifications from accounting firms “Firm(s)” who are qualified to conduct grant compliance monitoring services for the Rural Volunteer Fire Department Assistance Program “RVFDAP”. TFS may create a pool of vendors to provide these services for TFS. Accounting Firms are invited to submit written qualifications for possible selection consideration.
Successfully qualified Firms will, under TFS coordination, work with key personnel to perform the contracted services/duties requested below under section 2.0, Scope of Services.
