The project involves a complete renovation of Building 534, including replacing windows, doors, refrigeration equipment, flooring, air handling units, and other infrastructure components. The renovation will reconfigure kitchen equipment and layout, improve dining room safety, and upgrade patient and staff restrooms to meet Americans with Disabilities Act requirements. The solicitation follows a two-step selection process, with responses due October 14, 2025, mandatory pre-submittal conferences on September 17-18, 2025, and mandatory site visits on September 23-24, 2025. The anticipated notice of award is January 26, 2026, with a contract term spanning the project's completion.

The estimated Cost of Work is $6,301,222.00, which does not include pre-construction management fees, construction management fees, or general conditions. Respondents must submit comprehensive documentation demonstrating qualifications, including company profile, key personnel experience, quality and safety programs, and proposed methodology. The evaluation will be weighted 70% on qualifications (experience, key personnel, quality programs, and methodology) and 30% on proposed cost. Respondents must also submit a Historically Underutilized Business (HUB) Subcontracting Plan and provide evidence of financial solvency. The project is funded through state appropriations, which must be encumbered within two years and expended within five years from June 2023.
