About this file

This Notice to Offerors is issued by the Texas Parks and Wildlife Department (TPWD) for a Construction Manager at Risk (CMR) project for the New Park Development at Powderhorn State Park in Calhoun County, Texas. The project involves comprehensive park development with a total estimated cost of $53,000,000, and proposals will be received until 2:00 PM (CT) on September 30, 2025. The scope includes pre-construction services and construction of park facilities, encompassing day use facilities (like visitor centers, recreation halls, and wildlife viewing structures), camping facilities (including RV sites, mini cabins, and primitive camping areas), and site infrastructure such as roadways, trails, parking lots, and shoreline restoration. An online pre-proposal conference is scheduled for September 2, 2025, and two optional site visits are offered on September 3 and 4, 2025. The contract performance period is estimated at 1,440 calendar days, with 640 days for preconstruction and 800 days for construction.

The project emphasizes sustainability, incorporating systems like solar power, green stormwater infrastructure, rain-water collection, electric charging stations, and wind turbines. Proposals will be evaluated for "best value" based on criteria in Section 4 of the CMR and Attachment B. The development will include extensive utilities infrastructure (water, wastewater, electrical, teledata, security, radio) and diverse facilities ranging from visitor complexes and fishing piers to maintenance buildings and residences. Potential offerors are strongly encouraged to attend the pre-proposal conference and site visits, with the understanding that failure to consider site conditions will not constitute grounds for additional compensation. Solicitation documents can be downloaded from the Electronic State Business Daily website.
