About this file
This is an Invitation to Bid (ITB) #717-25-743 issued by Texas Southern University's Procurement Services for Water Leak Detection & Repair Services. The ITB seeks a contractor to develop and execute a comprehensive work plan for underground leak detection and piping repair of the university's chilled and hot water process lines. The project involves inspecting and repairing approximately 1,000 linear feet of piping, including removal and replacement of four valves (two 10" chilled water and two 6" hot water lines) located in the Valve Vault. The work is critical due to extensive corrosion and wear affecting multiple campus buildings in the West End, including the RS Music Building, Biggers Art, New Science Center, Technology Building, and H&PE Arena. The pre-submittal/walkthrough conference is scheduled for July 23, 2025, at 10:00 a.m., and the bid deadline is July 31, 2025, at 1:00 p.m. Central Time.
The contractor will be responsible for all labor, supervision, technical staff, and management required to complete the project, with no change orders permitted. The scope includes coordinating services to minimize campus disruption, protecting university property, and providing a minimum one-year warranty on work, equipment, and materials. The pricing structure requires bidders to provide a flat fee for leak detection services, as well as minimum and maximum fees for leak repairs. The university will evaluate bids based on the Best Value Standard, considering factors such as proposed costs, contractor stability, service quality, delivery terms, and past performance. Additionally, the ITB requires compliance with HUB Subcontracting Plan requirements for bids over $100,000 and includes provisions for potential multiple vendor awards.
