About this file

This is a Request for Proposal (RFP) Number 298 issued by Texas State Technical College (TSTC) for a Wind Turbine Tech Kit at the TSTC Harlingen campus. The solicitation seeks proposals from qualified suppliers to furnish and deliver thirty (30) complete fall protection and rescue training kits designed for use in wind turbine technician training, specifically supporting hands-on safety training in the Wind Energy Technology program. The proposal was issued on 15 July 2025, with responses due on 29 July 2025 at 2:00 PM CDT. TSTC does not anticipate the contract to exceed $100,000 and will not require a HUB Subcontracting Plan.

The solicitation includes multiple NIGP Commodity Codes related to wind electrical generating systems, safety equipment, and wind generators. While a HUB Subcontracting Plan is not required, TSTC encourages suppliers to make a good faith effort in achieving State of Texas HUB goals. The college recommends Electronic Funds Transfers (EFT) for payment, including ACH, Wire Transfer, Virtual Card, and Check. Suppliers are advised that separate invoices are required for each delivery location, and coordination between TSTC staff and suppliers is essential prior to any delivery to ensure smooth processing.
