About this file
The document is a Statement of Work (SOW) for Ford Original Equipment Manufacturer (OEM) Automotive Parts issued by the Department of Public Safety of the State of Texas (DPS). The contract will be a Master Blanket Purchase Order (MBPO) with an initial term of one year and three potential one-year renewal options. The primary service location is the Weslaco Automotive Shop, and the contractor is required to provide Ford OEM automotive parts with specific delivery and inventory management requirements, including same-day delivery for orders placed before 1:00 PM and the ability to deliver twice daily between specified time windows.
The SOW mandates that the contractor provide an electronic ordering tool like Repair Link with comprehensive parts catalog access, including OEM part numbers, contract pricing, stock availability, and parts diagrams. The pricing structure requires a flat rate percentage discount from MSRP or markup from cost for all OEM parts, with a consistent discount/markup percentage throughout the contract term. The contractor must furnish out-of-stock parts within three business days and special order parts within seven business days, with pricing subject to MSRP changes. All invoices must be emailed to a specific address, include detailed part information, and be accompanied by courtesy copies with each parts delivery.

Statement of Work
The Department of Public Safety of the State of Texas (DPS) is requesting bid responses for Ford OEM Automotive Parts as described in this Statement of Work (SOW). The Contractor must deliver purchased parts in accordance with this SOW to the locations specified. The resulting contract will be a Master Blanket Purchase Order (MBPO), with individual Release Purchase Orders for each corresponding request. The MBPO will be awarded with an initial term from the date of award for one year and will have three, one-year renewal options.
I. Location of Service
A. Contractor’s inventory must be located in respective or adjacent counties and must be delivered as required in these specifications, to the following locations:
• Weslaco Automotive Shop - 2525 N International Blvd. Weslaco Texas 78599
II. Contractor Responsibilities
A. Contractor must use and provide DPS access to an ordering tool such as Repair Link or an equivalent system. This tool must provide DPS access to the complete OEM parts catalog including OEM part numbers, contract pricing and stock availability, and parts diagrams (assembly guides, parts disassembly “blow-outs,” etc.). This system must also allow DPS the ability to place and track orders electronically using a DPS-specific order number. DPS also reserves the right to place orders via phone or walk-in, as needed. Contractor must place DPS order number on all order documents regardless of order method.
B. Out-of-stock parts must be furnished within three business days of Order issuance, and special order parts must be furnished within seven business days of Order issuance. A special order part refers to those parts ordered which require priority shipping and handling.
C. Special order parts will be paid at the quoted prices plus actual freight charges. Special orders must not be placed until confirmed with DPS parts personnel that the item is a special order and authority to process the item as a special order is received in writing. Consistent failure to comply with the above delivery requirements may be grounds for cancellation.
A. Contractor must deliver parts ordered to the DPS Auto Shops as specified by location placing the order. Contractor must deliver ordered parts the same day, if order is placed before 1:00PM. Contractor must have the capability to deliver at least two (2) times per day with one morning delivery and one afternoon delivery. Deliveries are required to arrive between 9:00 AM to 11:00 AM, and 1:00 PM to 3:00 PM. DPS reserves the right to pick up items from Contractor, as required.
B. Parts returned for credit: All parts ordered by DPS are subject to be returned for credit, provided the unused parts are in good condition. This includes core parts and defective parts. Defective parts are subject to replacement, if part fails within the scope of warranty.
Return parts must be picked up from respective Auto Shop and credit issued by Contractor within three business days after notification by DPS. Courtesy copy of credit invoice must be delivered, emailed or faxed to parts personnel within two business days. Restocking fees must not be assessed.
C. Contractor must supply with bid, a flat rate percentage discount from MSRP or markup from cost for all OEM parts. Varying percentages for items will not be accepted and may constitute disqualification at the sole discretion of DPS. Contractor must provide any and all supporting documentation to DPS’s satisfaction what MSRP or dealer cost is for items and how discounts or markups are calculated. Contractor must also identify in Exhibit G.8 the discount / mark up percentage for all items.
D. Price increases and/or decreases will be allowed as published. However, discount / markup percentage must remain constant throughout the contract term. Price increases will be allowed immediately upon MSRP changes by manufacturer. All price changes must be supported by a published price list. No invoice affected by price change will be processed for payment until after price list has been approved by DPS. DPS approval of price list will be issued to Contractor in writing.
E. All invoices must be emailed to APinvoices@dps.texas.gov and the contact listed on the the individual Release PO. Courtesy copies of invoices for any parts delivered must accompany the delivery of those parts, with each invoice stating the requisition number. All invoices must list part name, part number, quantity, list price, and net sale price. All prices are to be billed as per current price list with discount / markup applied.
