About this file
This document is an Attachment A specification for software procurement by the Texas Commission on Environmental Quality (TCEQ), seeking a replacement for the EPA WATER9 program to calculate Volatile Organic Compound (VOC) emissions from wastewater treatment facilities. The software must provide accurate hourly and annual air emissions calculations, support New Source Review Air Permits, and serve as a comprehensive tool for emissions quantification and regulatory compliance. Key requirements include a user-friendly interface, compatibility with Windows 10 and 11, ability to generate clear stakeholder reports, and scalability to accommodate varying wastewater treatment facility sizes.
The solicitation emphasizes robust technical specifications, including the need for comprehensive technical support, regular software updates to maintain regulatory compliance, and adherence to data protection standards. While no specific pricing, budget, or funding details are provided, the document indicates that the current interim solution is Toxchem, which is being used by TCEQ and industry members submitting Air Permit applications. The software must enable TCEQ reviewers to independently verify emissions calculations submitted by applicants, suggesting a critical regulatory and validation function for environmental monitoring and compliance purposes.

ATTACHMENT A
Specifications for Software to Calculate Volatile Organic Compound (VOC) Emissions
For use by the Texas Commission on Environmental Quality (TCEQ)
Description: TCEQ is seeking a software for estimating VOC emissions and more specifically, air emissions from wastewater treatment facilities. The software must have similar functions to the Environmental Protection Agency (EPA) WATER9 program and will be used to evaluate and audit emissions for New Source Review Air Permits. The EPA WATER9 program, historically utilized by TCEQ, is no longer available. Toxchem is currently being used as the only known replacement by the TCEQ and by various members of industry that submit Air Permit applications. The software requested must provide necessary support for emissions quantification and regulatory compliance.
GENERAL SPECIFICATIONS
A. Emissions Calculations: The software must accurately estimate both hourly and annual air emissions based on:
• Concentrations and loads of air contaminants
• Components and process design of wastewater systems
B. User Interface
• The software must have a user-friendly interface that allows for easy navigation and input of data
• TCEQ reviewers must be able to run the software independently to verify emissions calculations submitted by applicants
• The software should be able to generate clear reports on emissions calculations that can be easily shared with stakeholders
• The software must be compatible with modern operating systems, including Windows 10 and 11
• The solution should adhere to data protection standards to ensure the confidentiality and integrity of sensitive information
• The software must be scalable to accommodate varying sizes of wastewater treatment facilities and their corresponding data loads
• Vendors must provide comprehensive technical support, including troubleshooting and user assistance
• The software should receive regular updates to ensure compliance with regulatory changes and technological advancements
