The TABC is seeking to procure up to five standalone, portable training simulator systems with associated hardware, software, and peripherals to provide interactive training scenarios for TABC agents and auditors. The RFP (No. 458-E250742) was released on June 27, 2025, with responses due by July 28, 2025, at 2:00 PM CDT. The anticipated contract start date is August 19, 2025, with the total compensation not to exceed $500,000. The systems must provide realistic, high-definition training environments with multiple scenario capabilities, support for various lighting conditions, and the ability to customize training courses.
The cost proposal should include all labor, materials, tools, supplies, equipment, and associated costs necessary to meet the minimum specifications. Pricing should be based on the purchase of one complete system, with potential discounts for multiple unit purchases. The TABC reserves the right to adjust the quantity or amount based on project funding and solution costs. Most items are to be purchased or upgraded annually, with pricing for additional optional items to be submitted 120 days prior to the contract expiration. The evaluation will be weighted across several criteria, including simulator capabilities (25%), training and product support (20%), law enforcement experience (10%), services/maintenance (5%), and total cost including delivery and initial on-site training (40%).

ARTICLE II. SCOPE OF WORK AND AWARD
2.1 SCOPE OF WORK
The Scope of Work (“SOW”) is incorporated herein in its entirety.
TABC is seeking to procure Firearm / Immersive Technology training simulators to provide TABC agents and auditors with equipment to conduct interactive scenarios. The successful respondent shall provide complete Firearm / Immersive training simulator Systems that include required hardware, software, applications/programs, central processing units, audio/video systems, accessories and devices needed for proper operation and function. TABC intends to award a contract for up to five (5) Firearm / Immersive Technology training simulators with associated parts.
Firearm / Use of Force Training Simulator
2.1.1 The System should provide a realistic training environment in high definition.
2.1.2 The System should support low-light, no-light, static target, and moving target scenarios.
2.1.3 The System should have multiple scenarios with capability to change within a scenario so that agents cannot know or anticipate when seeing repetitious scenarios and adjust to officer’s actions to allow for de-escalation of the situation.
2.1.4 The visual presentation of the targets should accurately represent the appearance of an actual target at the simulated distance.
2.1.5 The System should allow the instructor to create customized qualification courses where the student engages through verbal command and resolves the incident.
2.1.6 The System needs to be ballistically accurate based on the type of weapon and round being fired.
2.1.7 Quantity to be purchased is up to five (5) stand alone, portable units with projectors.
2.1.8 A user manual must be included with each System. Online copies are acceptable if there is no cost involved.
Software/Courseware
2.1.9 Software must be capable of customizing future enforcement and auditor training.
TABC 06.27.2025 RFP No. 458-E250742 Page 7 of 26
2.1.10 Course to be instructor led with actions controlled by the instructors.
2.1.11 Student engagement will be through verbal commands.
2.1.12 Software must produce results that can be evaluated by an instructor.
2.1.13 Software should contain immersive technology tiers to pinpoint the accuracy of shots.
2.1.14 The environments depicted on screen should be common settings found in urban, rural, and industrial areas, with vehicle or pedestrian traffic.
2.1.15 The visual-scene simulation needs weapons interaction with the environment from the time it is shot to the time of impact.
2.1.16 The model behavior and effects of the simulated ammunition impact on the target, structures, and other areas should replicate the effects of the actual ammunition.
2.1.17 Each human target’s killing radius should be defined to distinguish between a lethal shot, incapacitating shot, mobility, and non-lethal areas of the target.
2.1.18 The System needs the ability to integrate simulated non-lethal weapons, such as oleoresin capsicum (OC) spray, batons, and similar items.
2.1.19 The System needs the ability to incorporate handheld and weapon mounted lights in low and no light scenarios.
2.1.20 For video scenarios, the vendor needs to include situations in which the agent will need to use judgement in completing the scenario.
2.1.21 The type of video scenario should depict typical situations that law enforcement personnel face in the execution of their duties.
2.1.22 Updated training scenarios will need to be inclusive in the proposal, or as a separate line item.
2.1.23 Course should include a scenario playback option with analysis of shot placement.
2.1.24 Virtual Reality (VR) Systems or Mixed Reality (MR) Systems are not an acceptable option due to accessibility requirements. An Augmented Reality (AR) System or possibly an Extended Reality (XR) System may be substituted so that as technologies evolve, the System will offer more experiences and scenarios.
2.1.25 The course must have the ability for the instructor to electronically control the round count and/or induce malfunctions.
TABC 06.27.2025 RFP No. 458-E250742 Page 8 of 26
2.1.26 Software service packs should be available for download from the vendor’s website or sent via encrypted email with a key code.
2.1.27 Upgrade should upload after business hours unless the System is on a private no outside access network. In that event, the updates or upgrades will need to be sent to TABC for secure upload to the private network.
Hardware/Peripherals
2.1.28 System computer should include full HD (1920x1080) 120Hz Memory with at least 1TB storage, Microsoft Windows 11 Pro or later, and Wireless Wi-Fi.
2.1.29 Simulated discharge kits for multiple firearm makes and manufacturers. This is intended to ensure that officers can simulate use of their own duty weapons.
2.1.30 Each System should include two (2) sets of non-tethered handgun weapon kits.
2.1.31 Each System should include two (2) sets non-tethered M4/AR-15 style rifle kit or similar.

Respondent should provide information on any type of industry standard feedback or awards to also include accreditation, certification, and/or industry partnerships.
The Respondent may be asked to provide a short demonstration of System or a story line via drawings or short animation clips. These will be submitted on a thumb drive or online viewing platform that TABC evaluators can review if needed.
The Respondent should make TABC aware of any rebate/trade-in discount for the current antiquated firearm training simulators, or if the Respondent can safely dispose of antiquated simulators according to laws and regulations for the disposal of computer systems and equipment.
4.2 INITIAL COMPLIANCE SCREENING
The TABC will perform an initial screening of all Solicitation Responses received.
Unsigned Responses and any that do not meet the minimum qualifications in Paragraph 4.1.2 above, or that do not include all required documents, forms, signatures, and information may be subject to rejection without further evaluation.
4.3 COMPETITIVE RANGE AND BEST AND FINAL OFFER
The TABC may determine that certain Responses are within the competitive range and may use this range to award multiple contracts or as a basis to request a Best and Final Offer (“BAFO”) from select Respondents. If the TABC elects to limit award consideration to a competitive range, the competitive range will consist of the Responses that receive the highest or most satisfactory ratings based on the published evaluation criteria and procedures governing this procurement. The TABC, in the interest of administrative efficiency, may place reasonable limits on the number of Solicitation Responses that will be included in the competitive range.
The TABC may, at its discretion, request that any or all Respondents provide a BAFO. A request for a BAFO from TABC does not guarantee an award or further negotiations.

The TABC is not responsible for any costs incurred by the Respondent in preparation for an oral presentation.
The TABC may make site visits to any or all Respondents. The TABC will notify selected Respondents of the time and location of any planned site visits. Failure to permit or participate in the site visit may eliminate the Respondent from further consideration. The TABC is not responsible for any costs incurred by the Respondent in preparation for any site visit.
4.5 QUESTIONS OR REQUESTS FOR CLARIFICATION BY THE TABC
The TABC reserves the right to ask questions or request clarification from any Respondent at any time during the Solicitation process, including during oral presentations, site visits, or during the BAFO process.
