About this file

The document is an Invitation for Bid (IFB No. 802-25-58839) issued by the Texas Parks and Wildlife Department (TPWD) for the Inland Fisheries Division, seeking to purchase one (1) twenty-foot aluminum boat, one (1) 150HP outboard motor, and one (1) boat trailer. The solicitation specifies detailed requirements for each component, including boat design (fifteen-degree all-welded modified V hull), motor specifications (four-stroke, 150HP), and trailer characteristics (aluminum construction with galvanized steel components). The bid is due on July 1, 2025, at 2:00 pm CST, with TPWD reserving the right to award the contract based on best value considering factors such as lowest price, boat design and safety, vendor qualifications, delivery schedule, and past performance.

The bid allows for line-item pricing for each component (boat, motor, trailer) and includes a delivery fee for the complete assembled package to the TPWD Inland Fisheries Jasper District Office in Brookeland, TX. TPWD will only award the contract to an actively licensed marine dealer, manufacturer, or authorized distributor. The solicitation emphasizes that the boat, motor, and trailer package must be delivered as a fully assembled single unit, with TPWD potentially opting to pick up the package to save freight charges if the vendor is in close proximity to the delivery location. The bid includes provisions for preferences such as Historically Underutilized Businesses (HUB) and requires compliance with various state and federal regulations, including those related to cybersecurity, environmental protection, and workforce requirements.

Any claim by the Contractor for adjustment under this clause must be asserted within 30 days from the date of receipt by the Contractor of the notification of change, provided, however, that TPWD, if it decides that the facts justify such action, may receive and act upon such claims asserted at any time prior to final payment under this Contract.
