About this file

This is a Request for Bid (RFB) #2025-005 issued by Fannin County, Texas for rock and gravel materials to be used across all Road & Bridge Precincts of the county. The bid solicitation seeks vendors to supply various rock and gravel materials with specific gradation requirements, with a bid submission deadline of Tuesday, June 17, 2025 at 3:00 PM. The contract will be effective for one full year from the date of acceptance by the Fannin County Commissioners Court, and rock will be purchased based on the lowest price available. Bids will be publicly opened at 3:15 PM on the same day in the Fannin County Purchasing Agent's Office.

The county reserves the right to award contracts to one or more bidders, considering factors such as pickup and delivery locations, and the overall best value considering direct and indirect costs including transport, maintenance, reliability, life cycle, warranties, and customer service. The bid requires vendors to meet specific material gradation specifications for standard and filter blanket materials, and includes provisions for cooperative purchasing, allowing other governmental entities to potentially participate in the contract. Bidders must provide references, complete various verification forms related to state government code chapters, and affirm compliance with conflict of interest and ethical standards. The county is exempt from state sales tax and federal excise tax, and the successful bidder will be required to defend and indemnify Fannin County against any potential claims or damages.
