About this file
This is an Invitation for Bid (IFB) from the Texas Water Development Board (TWDB) for a Well Log Digitization Service, Reference No. 580-25-IFB-3872. The project involves scanning and digitizing geophysical logs from approximately 4,200 logs stored in 60 banker boxes, with logs sorted by county and state well number. The bid is posted on 5/22/2025, with bids due on 6/5/2025 by 2:00 pm Central Time. The scope of work requires carefully identifying and scanning logs with state well numbers (SWN), organizing digital files by county, and following specific scanning specifications including continuous TIF image creation, grayscale or color scanning, and varying DPI settings based on log width.
Bidders must submit proposals via email to Bid-Room@twdb.texas.gov and include detailed information such as business name, contact details, W-9 form, item description, quantity, cost (as hourly rate and estimated hours), and notification of any ongoing licensing requirements. The project uses NIGP Codes 961-74 for Scientist Services and 962-52 for Mapping and Geographical Information Systems Services. Scanning specifications are precise, including using a Neuralog continuous scanner, selecting the highest quality log when duplicates exist, and saving files with specific naming conventions using FIPS county codes. Bidders will need to purchase a portable hard drive for file transfer, with the receipt to be included in the final invoice for reimbursement.

Bid Name: Well Log Digitization Service
Reference No: 580-25-IFB-3872
The Texas Water Development Board is soliciting the following items under an invitation for bid solicitation.
NIGP Code(s): 961-74 – Scientist Services: Geology, Geophysics, etc., 962-52 Mapping and Geographical Information Systems (GIS) Services, Including Cartography and Surveying Services, Not Aerial, (See 920-33 for Digitized)
Scope of Work
1. Using the spreadsheet “TWDB_paper_logs_catalog.xlsx” find boxes for the county of interest. There may be multiple boxes with files for any given county in both the “BRACS” box series and “Oversized BRACS” box series. There is a tab with an index sorted by county and an index sorted by box (Figure 1).
2. Compare the paper logs to the file index spreadsheet (by county by box tab, or by box by county tab) to the paper files as needed. There may be some paper logs in the boxes that do not appear in the spreadsheet. However, all logs with a state well number (SWN) should be scanned. Note the state well number format = 01-02-304.
3. According to the spreadsheet, there are over 4,200 logs with state well numbers in 60 banker boxes, but there may be a few more logs in the boxes than appear in the spreadsheet.

4. Scan every geophysical log with a state well number written on either the log header (Figure 2) or on a file folder containing the geophysical log (Figure 3). If there are letters in front of the SWN, you can ignore them, do not include them as part of the SWN.

Figure 3. File folders labelled with state well number.
5. Do not scan any geophysical logs without a SWN or any documentation that is not a geophysical log with a SWN (maps, notes, or any other documentation).
Leave all unscanned logs and miscellaneous documents in the original box.
These will be returned to TWDB BRACS. Logs that have been scanned can be discarded.
6. Scanned geophysical log files should be named with the Federal Information Processing Standards (FIPS) county code followed by an underscore and the state well number. Example: 001_3822101 (this example is in Anderson County).
Do not insert hyphens in the SWN. A cross-reference list of FIPS Texas county codes and county names is included with this document.
7. Put all scanned geophysical logs for each unique county in a county folder named with both the FIPS county code followed by an underscore and the county name. Example: 001_Anderson.
8. If there are duplicates of the same log run with the same log tools, choose the highest quality log. If there are different log runs (runs will have different total depth), scan the deepest log with legible curves. For logs with the same SWN but different tools listed in the heeader: add a, b, c… to the end of the filename.
Example: 001_3822101a, 001_3822101b.
9. Transfer all scanned logs to a protable hard drive purchased for this project. The hard drive receipt should be included in the final invoice for reimbursement.
Scanning specifications for geophysical logs
1. All scans must be a continuous TIF image (not multiple pages). Use a continuous scanner (Figure 4).
2. Scan in grayscale (32 colors), unless:
• The log is in color, or
• There are notes on the log written in red.
In those cases, scan in color.
3. Set DPI depending on the log width:
Greater than six inches 200 DPI Four to six inches 300 DPI Less than four inches 400 DPI
