About this file
This is a Request for Proposal (RFP) issued by Texas State Technical College (TSTC) for the procurement of thirty (30) G4 Wind Turbine Tech Kit – Expert units to support hands-on training in the Wind Energy Technology program at the TSTC Harlingen campus. The solicitation (RFP #290) was released on May 8, 2025, with proposals due on May 22, 2025, at 2:00 PM CDT. The contract is anticipated to be valued under $100,000 and will not require a HUB Subcontracting Plan, though TSTC encourages suppliers to make a good faith effort in achieving diversity goals.
The RFP includes several NIGP Commodity Codes related to wind electrical generating systems, safety equipment, and accessories, indicating the comprehensive nature of the requested tech kits. Potential suppliers are required to acknowledge tariff-related pricing commitments and certify their prices for a minimum of 60 days from the submission deadline. TSTC recommends electronic funds transfer (EFT) as the preferred payment method and requires separate invoices for each delivery location. The solicitation also seeks information about vendor status, such as Historically Underutilized Business (HUB) certification and Minority/Women Business Enterprise classification, though these are not mandatory for participation.
