About this file
This is a Request for Proposal (RFP) issued by Community Healthcore, a Local Mental Health and Intellectual & Developmental Disabilities Authority serving nine counties in Texas (Bowie, Cass, Gregg, Harrison, Marion, Panola, Red River, Rusk, and Upshur). The RFP #1004-25 seeks an in-house pharmacy services provider to operate a full-service pharmacy at multiple locations, including a current 622-square-foot space in Longview and a future location at 2920 Tuttle. The contractor will be responsible for filling prescriptions for Community Healthcore's clients, maintaining stock drugs, providing pharmacy services for remote clinics, crisis stabilization units, and primary care integrated clinics, and participating in the 340B Drug Pricing Program. Proposals are due by 11:00 AM on Monday, April 28, 2025, with a contract term from September 1, 2025, to August 31, 2026, and options for three one-year extensions.
The RFP requires pricing based on Average Wholesale Price (AWP) minus a discount, plus a dispensing fee, with detailed pricing matrices for various medication types. The pharmacy will be expected to bill insurance or third-party payers when possible, with Community Healthcore only paying for prescriptions with specific vouchers. The contractor must maintain computerized patient profiles, provide monthly statistical reports, work with the center's electronic health record systems, and comply with all federal and state pharmacy regulations. The total contract value is not explicitly stated, but Community Healthcore reported paying $194,176 to the current vendor for prescriptions in the fiscal year 2024. The scoring will be comprehensive, with up to 1,350 possible points covering service delivery, qualifications, cost, and additional factors, with top respondents potentially invited for presentations and reference checks.

6. Destruction of Returned Medications.
The Center has a strong need for the In-House Pharmacy to accept medications for destruction and to destroy as prescribed by law. Medications would come from four service delivery areas: In House Pharmacy, Remote Locations, CSU, and Primary Care clinics. Medications from these sites could be collected in secure containers and then sent to the In-House Pharmacy for destruction or dropped off by staff at the In-House Pharmacy.
The preferred method is for the medications to be dropped off or sent to the In- House Pharmacy and the In-House Pharmacy see about their destruction. Less favorable methods include the Center maintaining a shipping container at different Center locations and once full, send it to the In-House Pharmacy. Some containers are not secured (sealed) allowing the medication to be accessible by staff until shipping date. Desire is to have a secure system with minimal to no storage of medication by the Center and the In-House Pharmacy to accept and destroy medications. A secure, reusable container may be more cost effective.
6.1 in Response to Destruction of Returned Medications, the successful responded will propose a solution as to how the medications will be maintained until destruction.
Solution will include any cost that is the Center’s responsibility.
