About this file

This document is a Request for Proposals (RFP) issued by the Texas Facilities Commission (TFC) for Online Auction Services for the State Surplus Property Program. The RFP seeks a contractor to provide internet auction services for surplus state property, with proposals due on May 28, 2025, at 3:00 PM. The contract term will run from the execution date through August 31, 2027, with potential for two additional two-year renewals. The solicitation requires a contractor to provide an online auction platform optimized for desktop, tablet, and mobile devices, maintaining 98% uptime, and capable of handling the sale of various surplus items including firearms and gaming equipment. A pre-proposal teleconference is scheduled for May 9, 2025, and the anticipated award date is June 18, 2025.

The historical volume of internet auction sales for the program was $7.3 million in Fiscal Year 2023 and $8.2 million in Fiscal Year 2024. The pricing structure will include a buyer's premium to be set by the contractor, with additional potential fees for services such as on-site auction creation, equipment cleaning and testing, appraisal services, and firearms transfer. The evaluation will be weighted 50% on compensation and fees, 20% on relevant experience and qualifications, 20% on proposed methodology, and 10% on the respondent's website. No minimum service volume is guaranteed, and TFC anticipates potentially awarding to one or more vendors. The solicitation emphasizes the importance of proper licensing, particularly for handling firearms and gaming equipment, and requires vendors to have a federal firearms license and ability to verify bidder eligibility.
