The solicitation is open from 4/24/2025 at 3:00 PM CDT and closes on 5/15/2025 at 2:00 PM CDT, seeking to identify qualified professional firms to provide miscellaneous geotechnical and construction materials testing services to support planning, construction, renovation, activation, and occupancy of higher education facilities and infrastructure projects. The agreement will be valid for two years, with an option to extend for three additional one-year terms, and multiple awards may be made to firms providing the best value.

TSTC recommends electronic funds transfers for payment and requires separate invoices for each service location. The college is not currently requiring a HUB (Historically Underutilized Business) Subcontracting Plan, but when a project exceeds $100,000, a HUB plan must be submitted. Prices will be fixed for the first two years, with any subsequent increases requiring prior TSTC approval. The solicitation covers several NIGP Commodity Codes including Geotechnical Engineering, Foundation Engineering, Geological Engineering, and various inspection and testing services. Suppliers will be evaluated on criteria such as responsiveness, ability to meet specifications, references, and overall customer service quality.

We currently have 11 campuses across the state, with another new campus recently approved by the State Legislature that should be built and operating in the next few years.
