About this file
This document is a guidance document from the State of Texas regarding Historically Underutilized Businesses (HUB) Search Assistance, prepared by the Statewide Procurement Division (SPD) and Texas Department of Information Resources. The document explains the NIGP (National Institute of Governmental Purchasing) Commodity/Services Code system, which is used to classify procurements and match potential vendors with state needs. The NIGP code system organizes codes from 001 to 899 for commodities/products and 900 to 999 for services, providing examples such as high-pressure compressors (025-43), microcomputers (204-53), business consulting (918-21), and right of way services (968-66).
The document provides detailed instructions for potential vendors on how to use the Centralized Master Bidders List (CMBL), a master database used by Texas purchasing entities to develop mailing lists for vendors based on the products or services they can provide. It includes links to search resources like https://mycpa.cpa.state.tx.us/commbook/indexSearch for NIGP code lookups and https://mycpa.cpa.state.tx.us/tpasscmblsearch/tpasscmblsearch.do for CMBL searches. The guidance encourages bidders to become familiar with the code book format and contents to properly code their products or services and effectively participate in state procurement opportunities.
