About this file
This document is an Attachment A specification for an Ozone Precursor Monitoring System and Software solicitation from the Texas Commission on Environmental Quality (TCEQ), with solicitation number 528-25-07888. The document details technical specifications for a Thermal Desorption Automated Gas Chromatograph with Flame Ionization Detection (TD/AutoGC/FID) system designed to monitor 56 target volatile organic compounds (VOCs) in ambient air. The system must meet specific compatibility requirements with existing TCEQ data systems like LEADS and AutoGC Oracle database, and must have a United States Environmental Protection Agency (EPA) federal reference or equivalent method designation for Photochemical Assessment Monitoring Stations (PAMS).
The specifications require the system to be new, of current production, and include manufacturer's standard parts and accessories. Key requirements include a sample introduction system that avoids condensation, sample conditioning for moisture removal, a Dean's switch with dual Flame Ionization Detectors, and capability for full unattended operation. The system must be compatible with existing gas blender hardware, include a dry gas generator, and be equal to the PerkinElmer 100TD Ozone Precursor model. Special terms include shipping to a Pasadena, TX address, a minimum two-year warranty covering onsite parts and labor, provision of two sets of manuals, and technical support availability during standard business hours throughout the warranty period.

TCEQ Solicitation Number:528-25-07888
Attachment A Specifications for Ozone Precursor Monitoring System and Software
Description: The Thermal Desorption Automated Gas Chromatograph with Flame Ionization Detection (TD/AutoGC/FID) monitors for 56 target volatile organic compounds (VOCs) in ambient air. Equipment must have United States Environmental Protection Agency (EPA) federal reference or equivalent method designation for Photochemical Assessment Monitoring Stations (PAMS) required to perform ozone precursor analysis.
MINIMUM GENERAL SPECIFICATIONS
1. The ozone precursor monitoring system must meet the following compatibility requirements.
A. The system must be capable of operating with existing Texas
Commission on Environmental Quality (TCEQ) data systems:
i. Leading Environmental Analysis and Display System (LEADS), and
ii. AutoGC Oracle database including the necessary interface personality module (IPM) to control the autoGC and valving provided in the most current compatible communications software.
B. The system must be capable of connecting existing software systems allowing site operators to remotely adjust method settings and to remotely control the autoGC system via the most current compatible communications software.
C. American Standard Code for Information Interchange (ASCII) output must be compatible with TCEQ’s LEADS and autoGC Oracle systems.
D. Software must interface with the existing chromatography data system (including the most current compatible communications software and the autoGC instrument program) to generate the necessary sequences and specific methods to schedule quality control (QC) checks. QC checks include daily calibrations and blanks and any other checks required by the TCEQ PAMS quality assurance project plan (QAPP) (available upon request).
E. Software must allow automatic ingestion of data files into the TCEQ LEADS database.
F. Software must create data files in the .txo format compatible with the current communications software. Data files must be able to be imported to the “build sequence” module of stated software.
G. Each data file must include a file naming paradigm that designates the name of the site, column, date, and hour of the sample collected.
2. The ozone precursor system must meet the following requirements.
A. The system must contain the following components:
i. sample introduction system that avoids condensation,
ii. sample conditioning for moisture removal,
iii. sample concentration,
iv. sample focusing for optimal sample injection and improved chromatography separation,
v. gas chromatography, and
vi. Flame Ionization Detection B. The standard gas blender hardware shall not be included with this system. The system shall be compatible with the existing blender, which meets the following requirements:
i. The blender includes a dilution system capable o of blend ratios from 0.2 to 0.0053 with zero pressures not to exceed 40 pounds per square inch gauge (psig) or flows of 150 standard cubic centimeters per minute (SCCM) and span pressures not to exceed 30 psig or flows of 10 SCCM.
ii. The dilution system is humidified and contains the necessary valving to allow automated introduction to the TD/autoGC/FID system, which is controlled by the chromatographic data system.
C. The system must be equipped with a Dean’s switch and dual FIDs capable of separating all 56 EPA ozone precursor analytes within a 48-minute period (to produce one 1-hour sample).
D. The system must utilize a single-tube sampling model.
E. The system must include a dry gas generator to generate dry air at -70 degrees Celsius (°C) dew point and a zero gas generator to produce FID air at less than 0.05 parts per million (ppm) total hydrocarbons (THC).
F. The system must be capable of full unattended operation.
G. The GC system should use programmable pneumatic controls (PPC) for setting gas flows and pressures, if available.
H. The system must be capable of supplying necessary valve relays sufficient to operate the gas blending system and all QC sample introduction through the methods of the most compatible communications software and the autoGC instrument program.
I. The system should be compatible with a 120 volt power supply.
J. The system must be equal to the referenced manufacturer/model number
PerkinElmer 100TD Ozone Precursor and have manual pneumatic controls on the inlet system.
3. The thermal desorber (TD) shall be capable of collecting ambient air at -30°C and trapping all components listed in the PAMS ozone precursor methods with desorption temperatures of 350°C, and shall have a Nafion sample drier, a sample pump, and a flow controller for continuous ambient air sampling.
SPECIAL TERMS AND CONDITIONS
1. All items must be bid new, of current production, and include the manufacturer’s standard parts and accessories.
2. Equipment must be shipped Freight on Board/Free on Board (FOB) Destination: Prepaid and Allowed to Orsat at 1416 E. Southmore Avenue Pasadena, TX 77502 for inspection, configuration and installation.
3. The warranty period should consist of complete coverage of system onsite, parts, and labor for a minimum of two years from the date of acceptance.
4. Two sets of manuals (styled: Instruction Manual, Operator’s Manual, Operation and Service Manual, etc.) must accompany each instrument. The manuals will include complete operating instructions, circuit descriptions, theory of operation, location of controls and switches, software commands, maintenance, and service instructions. The manual will also include schematic diagrams, pneumatic flow charts, lists of commonly replaced parts, warnings, and safety precautions. Electronic manuals are acceptable.
5. Technical support must be available for TCEQ staff between the hours of 8 a.m. and 5 p.m. Central Standard Time (CST) during regular business days, Monday through Friday, by telephone and electronic mail (e-mail) for the duration of the warranty.
