About this file
This is a technical specification document from the Texas Department of Transportation (TxDOT) for an auto-calibrating salt brine production system (Specification No. TxDOT 545-65-94391, dated February 2025). The specification details requirements for a system like the Camion Brine BM3000 or approved equal, with specific system requirements including maximum dimensions of 181 inches length, 65 inches width, and 82 inches height. The system must have a stainless steel frame, HDPE tank and hopper, minimum 600 US gallon mixing tank capacity, 2 cubic yard hopper capacity, and production rate of at least 2,600 gallons per hour. The equipment must be new, and used, shopworn, demonstrator, prototype, remanufactured, reconditioned or discontinued models are not acceptable.
The equipment must undergo acceptance inspection and performance testing within five working days of receipt after delivery, installation and training are completed. The vendor must provide a minimum 12-month warranty (or longer if manufacturer's standard warranty exceeds this period), starting from the date the unit meets specifications and is accepted into TxDOT's inventory. The specification emphasizes environmental considerations and quality standards, encouraging manufacturers to comply with SAE J1344 plastic marking standards and ISO 9001-9003 certification. Detailed technical requirements include single phase 230-volt/30 amp power supply, a minimum 3 horsepower cast iron pump with 110 gallon per minute capacity, flow meter, and salinity reader.

PART I
GENERAL CLAUSES AND CONDITIONS
1. The equipment furnished under this specification must be the latest improved model in current production, as offered to commercial trade, and must be of quality workmanship and material. The respondent represents that all equipment offered under this specification must be new. USED, SHOPWORN, DEMONSTRATOR, PROTOTYPE, REMANUFACTURED, RECONDITIONED
OR DISCONTINUED MODELS ARE NOT ACCEPTABLE. Respondent must submit with the solicitation the latest printed literature and detailed specifications on equipment the respondent proposes to furnish. This literature is for informational purposes only. All parts not specifically mentioned which are necessary for the unit to be complete and ready for operation or which are normally furnished as standard equipment must be furnished by the vendor. All parts must conform in strength, quality, and workmanship to the accepted standard of the industry. The unit provided must meet or exceed all federal and state of Texas safety, health, lighting, and noise regulations and standards in effect and applicable to equipment furnished at the time of manufacture.
2. DATA SHEETS: Data sheet(s) should be returned for informational purposes only. The data sheet(s) must be provided within three working days of request. Failure to provide the completed data sheet(s) within the requested time will result in the response being considered non-responsive.
3. MANUAL(S): Original manual(s) containing illustrated parts list(s) and operating and service instructions for the unit must be delivered with each unit. Copies of manual(s) are not acceptable.
Electronic copies of manuals from the manufacturer are acceptable. Manual(s) must include all necessary service, warnings, operating instructions and safety precautions for each unit delivered.
Parts list(s) must cover all components of the unit. Each part must be identified by part number, description, and component location. The following additional information must be provided by the vendor at time of delivery if not included in the manual referenced above:
3.1. Manufacturer’s recommended service and preventive maintenance intervals.
3.2. Recommended fluids, lubricants and their SAE/API equivalents
DATED: FEBRUARY 2025
2-4
4. ACCEPTANCE INSPECTION: All equipment ordered with this request will be subject to acceptance inspection and performance testing upon receipt. Acceptance inspection and performance testing will not take more than five working days, weather permitting. Acceptance inspection will not occur until after the equipment has been delivered and installation and training is completed. The vendor will be notified within this time frame of any units not delivered in full compliance with the purchase order specifications. If any units are canceled for non-acceptance, the needed equipment may be purchased elsewhere and the vendor may be charged full increase, if any, in cost and handling.
5. WARRANTY: Vendor must warrant equipment for a minimum of 12 months. If the manufacturer's standard warranty period exceeds 12 months, then the standard warranty period must apply. The warranty begins on the date the unit is determined to meet specifications and accepted into TxDOT’s inventory. The vendor must furnish a warranty with the equipment indicating the terms and conditions of the warranty and list of names and addresses of servicing dealers in the state of Texas who perform warranty work.
6. It is the intent of TxDOT to purchase goods, equipment, and services having the least adverse environmental impact, within the constraints of statutory purchasing requirements, TxDOT need, availability, and sound economical considerations. Suggested changes and environmental enhancements for possible inclusion in future revisions of this specification are encouraged.
7. TxDOT encourages all manufacturers to comply voluntarily with the Society of Automotive Engineers (SAE) Recommended Practice for marking of plastic parts per current SAE J1344 and ASTM 1998 standards. All plastic components furnished to this specification should have an imprinted SAE symbol identifying the resin composition of the component so that the item can be recycled after its useful life. Manufacturers are encouraged to use recycled plastics and materials in the manufacture of their products in order to conserve natural resources, energy and landfill space.
Respondent should note that future specification revisions may require mandatory compliance with the SAE plastic coding system.
8. TxDOT is committed to procuring quality goods and equipment. TxDOT encourages manufacturers to adopt the International Organization for Standardization (ISO) 9001-9003 standards, technically equivalent to the current American National Standards Institute/American Society for Quality Control (ANSI/ASQC Q91-93), and obtain certification. Adopting and implementing these standards is considered beneficial to the manufacturer, TxDOT, and the environment. It is TxDOT's position that the total quality management concepts contained within these standards can result in reduced production costs, higher quality products, and more efficient use of energy and natural resources.
