About this file

This is an Addendum 1 Q&A document for RFP 784-25-2413 issued by the University of Houston-Downtown (UHD) for Agreed Upon Procedures (AUP) Engagement - CPRIT Grant Compliance Assessment. The engagement requires a certified public accountant to evaluate compliance with Cancer Prevention and Research Institute of Texas (CPRIT) grant requirements for the fiscal year ending August 31, 2024. The work can be performed either onsite or remotely, with a final report due within 60 days of start date and prior to May 31, 2025. The contract term is two years with one potential one-year renewal.

The addendum clarifies that UHD currently has one active CPRIT grant valued at $991,308 over three years, with a total of 22 grants received in fiscal year 2024 worth $2,973,976. The IDC rate for CPRIT is 5%, and grant compliance was not included in the original budget. While the allocated budget is not disclosed, the university will use a best-value approach for cost evaluation, with no preference given to different cost proposal types (time and materials vs. fixed fee). The HECVAT questionnaire is encouraged but not required for bid submission, though it may be required during the contracting stage. The scope of work would remain the same for potential contract extensions, pending no-cost extension approval for year three.

ADDENDUM 1 - Q and A Posting to ESBD Date 02/17/2025

REQUEST FOR PROPOSAL

RFP 784-25-2413- Proposal for Agreed Upon Procedures (AUP) Engagement - CPRIT Grant Compliance Assessment

This addendum is intended to provide answers to questions submitted by the specified deadline. Please find the questions and corresponding answers below.

1. Is there a preference of performing the work onsite or remote?

Answer: No preference, either option is fine.

2. Is the HECVAT questionnaire required to be completed and submitted?

Answer: We encourage all vendors to complete and submit the HECVAT, but this will not be factored into scoring, and failure to submit at this stage will not disqualify your bid. The HECVAT report may be required/requested during the contracting stage with the awarded vendor.

3. We currently perform the CPRIT AUP for UH Central and have been for 9 years. Is it possible to have some type of MSA (master service agreement) with UH where (vendor) wouldn’t have to propose on each University if the specific University wanted to utilize our services?

Answer: The decision to establish an MSA for use by other campuses is made at the system level. Each university follows its own procurement process to ensure compliance with UHD, UH System, and state policies and procedures.

4. What is the allocated budget for this contract?

Answer: The allocated budget for this opportunity cannot be disclosed. We encourage vendors to submit proposals that provide the best value and align with the scope and requirements outlined in the RFP.

5. How many grants has the University has received as of August 31, 2024? What is their total awarded value? Have any grants been closed out as of August 31, 2024?

Answer: UHD received 22 grants in fiscal year 2024 for a total amount of $2,973,976. We currently have one CPRIT grant for a total of $991,308 over three years. The CPRIT grant has not expired for closeout.

6. What is the administration percentage allowed per grant received? We are asking what the F&A rate is for UHD as it relates to the CPRIT grant. We’d also like to know if the CPRIT grant has a separate administration percent available to perform grant compliance and administration that could impact the amount of F&A allocable to this program.

Answer: The IDC rate for CPRIT is 5%. Grant compliance was not written into the budget at proposal stage.

7. Would conducting the Agreed Upon Procedures negate the contractor from providing any additional advisory/consulting services?

Answer: No

8. Will previous AUP/Single Audits reports be provided to the awarded contractor?

Answer: Not applicable

9. Will different cost proposals be weighted differently (for example: time and materials vs. fixed fee)?

Answer: No

10. How will differing types of Proposals Costs be evaluated? Can the university provide a scoring methodology for evaluating cost?

Answer: The university will use a best-value approach to evaluate costs in relation to the overall value offered. Respondents should provide comprehensive, competitive cost proposals while demonstrating how their pricing offers long-term value to the university.

11. After the completion of the AUP, what are other scopes of work that may need to be incorporated with contract extensions of 2/3 years?

Answer: The scope of work would be the same. Year 3 will be pending a no-cost extension approval.

All else remains the same.
