About this file
This is a Request for Proposal (RFP) issued by Texas State Technical College (TSTC) for Industrial, Shipping, and Storage Equipment/Supplies. The RFP (#283) opens on February 7, 2025 at 12:00 PM CST and closes on February 28, 2025 at 2:00 PM CST. This is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to establish a pool of pre-qualified suppliers for industrial, shipping, and storage equipment/supplies across all TSTC campuses. The contract term is one year with the option to extend for four additional one-year terms. The scope includes hazardous material containment and storage for chemicals and petroleum, storage shelves (aluminum, chrome, and stainless steel), and recycled material handling and storage equipment including parts and accessories.
TSTC intends to make multiple awards to firms providing the best value. Prices must remain fixed for the first year, with any increases during renewal periods requiring prior TSTC approval. While a HUB Subcontracting Plan is not required initially, it becomes mandatory when any project under this contract exceeds $100,000. Suppliers are not required to meet Texas HUB goals but must demonstrate good faith efforts toward achieving them. The RFP requires a signed Execution of Offer for consideration, and suppliers must coordinate deliveries with TSTC staff and submit separate invoices for each location where goods or services are provided.

TSTC Background Information
Texas State Technical College ("TSTC") is a coeducational two-year institution of higher education offering courses of study in technical vocational education for which there is demand within the State of Texas.
TSTC is mandated to contribute to the educational and economic development of the State of Texas by offering occupationally oriented programs with supporting academic course work, emphasizing highly specialized advanced and emerging technical and vocational areas for certificates or associate degrees.
Our mission, “to place more Texans in great paying jobs,” drives our institution. TSTC is pushing the boundaries in education, making outcomes the driving metric of success. We currently have 11 campuses across the state, with another new campus recently approved by the State Legislature that should be built and operating in the next few years. For more information about TSTC, go to http://tstc.edu/about.
Purpose:
Texas State Technical College (“TSTC”) is issuing this Request for Proposal (RFP) for Indefinite Delivery/Indefinite Quantity (IDIQ) qualified suppliers to provide industrial, shipping, and storage equipment/supplies. The goal is to establish a pool of pre-qualified suppliers that meet industry standards for quality, reliability, and service to support various TSTC programs on an “as needed basis”.
This IDIQ will cover all TSTC campuses. Multiple awards may be made to firms that provide the best value.
TSTC reserves the right to award this contract in whole, in part, or not at all, ensuring its best interest is served. Qualifications will be evaluated based on various criteria deemed in the best interest of TSTC, including but not limited to responsiveness to the terms and conditions of this RFP/IDIQ, ability to meet specifications, and references. TSTC reserves the right to accept the bid which, in its opinion, is in the best interest of TSTC.
Failure to submit a SIGNED Execution of Offer could result in disqualification (please make sure forms are signed when document is uploaded). TSTC is not requiring a HUB Subcontracting Plan at this time. When a project is awarded to a supplier and the dollar amount exceeds $100,000 a HUB Subcontracting Plan must be submitted with the proposal. Suppliers are not required to meet the State of Texas HUB goals however, TSTC requires that all suppliers make a good faith effort in achieving those goals.
This agreement is valid for a period of one year, with the option to extend for four more one-year terms.
Prices are fixed for the first year, and any increases in the annual percentage rate during the renewal periods must receive prior approval from TSTC.
Please see "Buyer Attachments" tab for Scope of Work.
