About this file
This is a Request for Qualifications (RFQ) issued by the South Texas Development Council (STDC) Middle Rio Aging & Disability Resource Center for respite services. The RFQ seeks to select one potential service provider to deliver respite services to individuals with disabilities of any age and/or individuals under age 60 within a nine-county service area (Val Verde, Edwards, Real, Kinney, Uvalde, Maverick, Zavala, Dimmit, and LaSalle counties). The RFQ was published on February 7, 2025, with qualifications due by February 28, 2025 at 5:00 PM. Provider selection and service agreement awards are scheduled for March 4, 2025. The contract term runs from March 1, 2025 through May 31, 2025.
The RFQ requires providers to submit detailed information about program design, evaluation systems, organizational history, and cost structure. Providers must submit proposed staffing ratios and separate hourly rates for Priority Individuals (those needing specialty care or additional assistance due to chronic illness/disability) and Non-Priority Individuals. Providers must maintain various insurance coverages and comply with state/federal regulations. Funding is provided through partnership with the Texas Health and Human Services Commission (HHSC). Providers must be registered in the System for Award Management (SAM), have a DUNS number, and submit one original and two copies of their qualifications packet. The RFQ includes strict requirements regarding conflict of interest disclosures and data security protocols through a mandatory Data Use Agreement.
