About this file
This is Addendum #1 to RFP 2025-P06 for Inmate Commissary Services issued by the Hays County Purchasing Office in Texas on January 24, 2025. The addendum contains questions and answers clarifying requirements for vendors to provide both paper forms and electronic kiosks for commissary ordering, with orders to be submitted by 10:00am Monday mornings and deliveries made by 10:00am Wednesday mornings to the Hays County Sheriff's Office. The facility requires 24 kiosks for electronic ordering, and vendors must provide both ordering methods. No facility tours will be provided to vendors.
The addendum specifies that the awarded vendor will manage all currency via kiosk at Intake and issue monthly commission checks to Hays County with corresponding statements. Sales tax must be included in menu pricing, and vendors may issue credits for shortages. The system must include daily/nightly backups of reporting and storage, and each inmate must have a personal account managed through the Inmate Account System. The vendor will manage commissary inventory on-site but is not responsible for inmate property management. The system must track negative balances, which are equivalent to inmate debt.
