About this file
This is Amendment No. 1 to Bid No. IW192927 from the Texas Department of Criminal Justice (TDCJ) Contracts and Procurement Department. The amendment provides answers to bidder questions regarding cotton batting and spring fibers used in mattress manufacturing, along with photographs showing samples of the materials. The bid opening is scheduled for January 20, 2025 at 3:00 P.M. The materials requested include two types of cotton batting: a 6.6-pound batting used only for batting purposes, and a 26-pound batting used for both filling and batting in jail mattress production. The amendment includes detailed photos showing the front and back views of both spring cotton and jail cotton materials, as well as backing material samples.
The amendment clarifies that certified testing is only required with the initial purchase and subsequent purchases will not require testing unless there are changes to the provided product. TDCJ notes they occasionally send completed products for testing, and if changes occur in the provided product, new testing will be required from the vendor. The amendment indicates there are no previous awards for this procurement. Bidders must acknowledge receipt of this amendment either on the face of their bid or by returning a copy of the notice to have their bid considered for award.

Question
Answer
1 May I ask about the uses of Cotton Batting and Spring Fibers? Are they used as mattress filling materials or for other purposes? Could you please provide front and back images of the actual product? If available, could you also share the previous winning bid price?
This material is used to cover the springs on the innerspring mattresses and as filling in production of jail mattresses.
The 26 pound is used as filling and occasionally batting. The 6.6 pound is only used as batting. There are no previous awards for this procurement. Pictures are attached below.
2 I wanted to make sure that the certified testing is something that you guys needed with just this bid and not every delivery correct?
Only with initial purchase, subsequent purchases it will not be required as long as there is no change in the product. We do occasionally send our completed product out for testing so if changes occur in the provided product new testing will be required from the vendor.
