About this file
This is a pre-proposal conference presentation from the Texas Department of Insurance (TDI) for the TexasSure Vehicle Financial Responsibility Verification System procurement, involving collaboration with the Department of Public Safety (DPS), Texas Department of Motor Vehicles (TxDMV), and Department of Information Resources (DIR). The project requires a Software as a Service (SaaS) solution that correctly matches vehicle registration information to insurance information with 95% accuracy, processes queries within 5 seconds, and maintains 99.8% uptime availability. The solicitation was issued on December 13, 2024, with a proposal submission deadline of January 31, 2025, at 3:00 p.m. Central Standard Time. The initial contract term runs from execution date through August 31, 2027, with three one-year renewal options. The anticipated award date is May 1, 2025, with presentations by top-ranked respondents scheduled for February 10-14, 2025.
The system must be Tx-RAMP Level 2 certified prior to contract execution and meet Criminal Justice Information Services (CJIS) requirements. Key technical requirements include data maintenance within the contiguous USA, encrypted data in transit and at rest, and private cloud segregation of TDI data. Optional services include uninsured notices functionality and court system access. The solution must interface with the Texas Law Enforcement Telecommunication System (TLETS) and the Registration and Title System using REST and web service protocols respectively. The contractor will negotiate directly with the Texas Office of the Attorney General for their access to the system's information. The presentation did not specify pricing terms or set-asides, but emphasized security requirements including annual Cloud Security Alliance validation and complete incident reporting protocols.
