About this file
This is Addendum #1 issued by the City of Huntsville, Texas for Bid No. 25-01 for HVAC Services, with responses due December 18, 2024 at 2:00 P.M. Central Standard Time. The addendum, issued December 16, 2024, provides clarification on the emergency response requirements and parts pricing structure for the HVAC services contract.
The addendum clarifies two key points: First, regarding emergency response time, contractors must respond to initial contact within 2 hours maximum of the City's first attempt to reach them, with acceptable response methods including phone, text, or in-person communication. Second, regarding parts and equipment pricing, contractors may submit either a fixed percentage markup or a sliding scale multiplier for consideration, with different markups permitted for various types of equipment (e.g., package unit replacements versus thermostat replacements).

TO ALL PROSPECTIVE BIDDERS:
The information contained in this Addendum supersedes information contained in the Contract Documents to the extent indicated. All information contained in the Contract Documents remain in full force and effect unless specifically modified herein. All Respondents shall acknowledge the receipt of the Addendum in the space provided on this Addendum Form and submit this form with your bid packet. Failure to do so will result in
Respondent disqualification.
The attention of all prospective Respondents is directed to the following modifications for the above referenced project.
Questions and Answers Question No. 1: Contractor is required to have an emergency maximum response time of two (2) hours.
Can you clarify ‘response time’? Is that responding by phone, email, etc. to the request within 2 hours?
Or would a technician need to be physically on site within 2 hours?
Answer: We would like to hear from the contractor within 2 hours of our initial attempt to reach them in the event of an emergency. In short, we would like to have a solution to the emergency in motion after our first initial communication - 2 hours maximum if a voicemail is left. The return communication can be by phone, text, or in person.
Question No. 2: Percentage to be charged above invoice price for replacement parts, material and new units/equipment purchased by the contractor. Our company typically uses a sliding scale multiplier when billing for materials/parts/equipment. For instance, a package unit replacement would be marked up differently than a thermostat replacement. Is it acceptable to attach a sliding scale multiplier?
Answer: If unable to provide a percentage, please provide the sliding scale multiplier for consideration.
