About this file
This is an addendum (No. 1) to solicitation 405-24R0010854 issued by the Texas Department of Public Safety's Procurement and Contract Services division for Open-Source Intel (OSINT) Training. The addendum extends the bid due date from December 9, 2024, to December 13, 2024, and provides responses to vendor questions. The document includes questions and answers related to the solicitation requirements and submission process.
The addendum clarifies that vendors are not required to use subcontractors but must still submit a completed HUB Subcontracting Plan regardless of whether they are subcontracting or self-performing. It confirms that while training may be required at any level, most users will be at a beginner level. The document specifies that bid submissions should be in PDF format and should not include extraneous materials such as brochures or public relations materials. When identifying HUB-certified subcontractors, vendors must provide Texas Vendor Identification numbers or federal Employer Identification Numbers in the appropriate sections of the HSP.

Question # Vendor Question DPS Response
In reference to 405-24R0010854, are vendors required to use a subcontractor? If we intend to meet all requirements, do we just ignore the HSP requirements?
No, vendors are not required to use a subcontractor. All Respondents (regardless of HUB status) are required to submit a completed HUB Subcontracting Plan whether they are subcontracting portions of the contract to HUB and/or non-HUBs or self-performing the entire contract utilizing their own resources, employees, goods, and services. Please refer to Exhibit F.3, HUB Subcontracting Plan (HSP) for instructions on self-performing. You can also reach out to the HUB Subcontracting Plan contact for assistance, which is listed in the HSP.
2 Can you provide insight into the participants’ expected skill levels (e.g., beginner, intermediate, or advanced)? Training may be required to be done at any level, but the expectation is that most users of the training will be at a beginner level.
3 What documentation or verification is required to demonstrate a bidder's identification of HUB-certified subcontractors?
When listing subcontractor selection(s), respondents are required to identify whether the selected subcontractor is a Texas certified HUB and provide their Texas Vendor Identification (VID) number or federal Employer Identification Number (EIN) in the appropriate section(s) of the HSP.
4 Beyond the required forms in the exhibits, are there additional templates or formats preferred for the proposal submission? Bidder may submit bid submission in pdf format as per Section D.7 Response Submission Instructions, Voume One - Volume Four.
Are bidders allowed to include supplemental materials (e.g., case studies, sample training modules) with their electronic response?
Per Section D.1.G - Bidder must submit only material directly pertinent to the requirements of this solicitation. Extraneous narrative, elaborate brochures, uninformative public relations material, and other similar documents may not be submitted.
