About this file

This is a Questions and Answers (Q&A) document issued by Houston Community College (HCC) Procurement Operations Department as Amendment No. 1 to RFP 25-15 for Wayfinding & Graphics Standards Program Consultant services. The RFP seeks a consultant to assess, develop, and implement comprehensive wayfinding and signage standards across 19 HCC campuses encompassing 6,517,666 square feet of interior space. The scope includes both interior and exterior signage assessment, design standards creation, location planning, and construction administration services. The project requires the selected firm to participate in bi-weekly virtual meetings (26 per contract year) and provide oversight during bid, fabrication, and installation phases. While specific timeframes and budgets have not been determined, the work will be phased by sign type and campus implementation.

The RFP stipulates that travel expenses must be built into the hourly rates/project proposals as HCC does not provide separate reimbursement for travel costs. Bidders are explicitly instructed not to include pricing for updating as-built drawings, which are currently 98% in PDF format and may be outdated. The approval process will involve campus leadership clients, a Direct Responsible Individual (DRI) overseeing design/fabrication, and executive leadership input when needed. Implementation will be staggered across campuses based on sign types, with interior signage phasing dependent on campus size and the selected firm's capabilities. No existing signage standards are in place, and this program aims to create new comprehensive standards.

PROJECT NO. RFP 25-15

WAYFINDING & GRAPHICS STANDARDS PROGRAM CONSULTANT

QUESTIONS AND ANSWERS NO. 1

Date: December 17, 2024

To: Prospective Proposers

From: Procurement Operations Department, Houston Community College

Subject: Questions and Answers Responses

Q1. Page 8, 2.4.4 is requesting proposed sign locations. Are these guidelines for each sign type or are you asking for sign location plans and sign message schedules for each campus. Is this exterior and interior?

Response: This is both exterior and interior. The intent is that HCC wants to rely on the selected firm to use their professional opinion and experience on best locations for whichever sign types are in question.

Q2. Page 9, 2.4.6 is requesting consulting services during the bid, fabrication, and installation. Should that be included in this initial scope of work?

Response: The intent is to remind all prospective bidders that there is effort outside of general signage design. The selected firm will be a member of the bidding process, involved in QC/RFI’s/change orders in the fabrication and installation of the sign. Should this activity become priced differently than normal activities, please indicate as such.

Q3. Page 13, 2.1.3 addresses Travel Time payment. We are located out of state. Does this mean that our travel time to and from Houston cannot be billed?

Response: Correct, HCC does not reimburse travel expenses. The Contractor shall be required to cover these costs within it’s hourly price table/project proposals.

Q4. Page 14, 3.4 states the reimbursables shall be included in the contract price. Does this mean that the contract can include reimbursable travel expenses if they are built into the fixed fee?

Response: See the response above to Q3.

Q5. Would you please describe/outline the approval(s) process of the work outlined in this proposal, and the approximate duration of each approval?

Response: Please note that typical sign-offs at various phases of design will be desired and managed by HCC’s project management team. Typically, you will have a campus leadership client, an overall DRI (Direct Responsible Individual) that will have oversight over the entire design/fabrication element, and then you have executive leadership that will provide insight/direction when necessary. Normal approval will deal mainly with the DRI, and then will look toward Campus leadership for final acceptance. The approval process can vary and not follow a consistent format in some instances when unique situations exist.

Q6. What is the overall design/construction budget for this project?

Response: This has not been decided upon at this moment.

Q7. What is the expected timeframe to deliver the design and strategy?

Response: This has not been decided at this moment.

Q8. • Does HCC have existing sign standards? If yes, is the goal of this RFP to update or replace the existing sign standards?

• Does the scope of this RFP include both interior and exterior sign standards?

• Does HCC have as-built plans of the interior and exterior of all buildings included in this scope?

Response:

1. There is no current standard. The goal is to create one.

2. Both interior and exterior.

3. There are as-builts, but 98% are only PDF and many locations have not been updated. HCC does anticipate potential delays due to drawings being out of date or not accurate. Please DO NOT INCLUDE any pricing to update these, this will be considered as an add-service down the road or HCC will look to other firms to assist in providing electronic and up-to-date floor plans.

Q9. (2.4.1) Conduct an assessment of current wayfinding, signage, and graphics.

• Does the assessment include both interior and exterior signage of all project sites and buildings?

Response: Yes. The intent is to have firms assess all conditions. We want every firm to have a detailed knowledge of the signage conditions (both interior and exterior) to provide detailed directions on how to help prepare for the next project.

Q10. (2.4.5) "The Firm shall provide construction documents, technical direction, and construction administration as requested by HCC relating to modifications, addendums, submittals, and RFIs related to the procurement, construction, or maintenance of wayfinding, signage, and graphics."

Will all bid packages for the 19 campuses and 6,517,666 square feet of interior space be bid concurrently or will the bids be staggered over fiscal years? If staggered, will they all be bid by the 2 year contract term?

Response: They will be staggered more than likely upon “type” of sign and with each campus under consideration. Duration is unknown at this time nor are contracts known at this point.

Interior signage has an impact with registration and students finding their way to buildings/classes.

Interior signage will be phased based on campus size and capability of both the selected design firm and the selected fabricator/installer.

Q11. 2.4.3

a) Advise all existing wayfinding design types that should be changed, added, replaced, or consolidated.

c) Provide a project cost analysis for fabrication and implementation.

Does this include all 19 campuses and 6,517,666 square feet of interior space?

Response: Yes, all 19 campuses.

Q12. 2.4.6 "Attend weekly project meetings as requested."

"Attend stakeholder/user group meetings as required."

How many meetings should we include in our proposal? Should we anticipate 2 years of weekly meetings?

Response: So that all bids are received equally, please include a total of 26 meetings per contract year (that would be 26, or every other week). We recognize that there could be more (and in some instances less), but in order to maintain consistency with the bids, meetings every 2 weeks would be sufficient. We recognize that travel costs are also a concern, but for bid purposes, please assume all meetings to be virtual.

When issued, “Questions & Answers” shall automatically become a part of the solicitation documents and shall supersede any previous specification(s) and/or provision(s) in conflict with the Questions & Answers. All revisions, responses, and answers incorporated into the Questions & Answers are collaboratively from both the Procurement Operations and the applicable HCC Department(s).
