About this file
This document is an Addendum No. 2 to a Request for Proposals (RFP) issued by the Brazos River Authority (BRA) in Texas for Laboratory Services. The RFP seeks proposals from experienced laboratories to provide analytical redundancy for the BRA's surface water quality laboratory and perform analyses beyond its capabilities to support special investigations and project needs. The contract will be an Indefinite Delivery, Indefinite Quantity (IDIQ) Professional Services Contract. Laboratories may submit proposals for some or all of the requested parameter classes and analyses, including metals, organics, bacteria, solids, nutrients, minerals, and other parameters. Proposals are due by 10:00 AM on November 21, 2024, and the BRA will select the most highly qualified respondent based on demonstrated competence and qualifications.
Compensation for services provided under the IDIQ contracts will be based on time and materials up to a total mutually agreeable not-to-exceed amount, and the BRA reserves the right to award contracts without any negotiations and to not make awards. The RFP does not mention any set-aside designations or restrictions on the types of organizations that can respond. The BRA may, at its sole discretion, contract with other laboratories providing similar services, but the RFP does not specify any incumbent vendors or current contractors. The RFP also does not provide any information on possible award values or budget ranges.

LABORATORY SERVICES
RFP No. 25-1355
It is the responsibility of the Respondent to assure and guarantee by acknowledging the receipt of this Addendum in the Bid that the Respondent has received the Addendum in its entirety, and that the Respondent accepts all conditions contained herein.
QUESTIONS AND ANSWERS
Q1: After reviewing the RFP, we have a few clarifying questions. Regarding Prep /
Pickup service, will some of the work be routine (planned in advanced) so we can provide a routine sample pickup service? (biweekly, weekly, monthly, quarterly, bi-annual, annual, etc.)
A1: If one of our instruments was down for an extended period of time, we would definitely provide you with a pre-determined schedule. Our typical needs are initially spontaneous, as when instrumentation fails, and we need to quickly subcontract laboratory services.
Q2: Regarding Prep / Pickup service, if a non-routine sample pickup is requested, what type of notice is typically given?
A2: 1-day notice would be in an emergency situation, and we realize this cannot always be accommodated. Depending on analysis and method, many of our typical samples have holding times where several days’ notice could work as well.
Q3: Regarding the matrix, is there a specific list of metals analysis needed for soil?
A3: This is in Appendix A. See Addendum No. 1.
Q4: Regarding the matrix, will the water samples be non-potable only?
A4: Yes, just non-potable, surface water samples.
Q5: Regarding the volume of work and watershed regions, we understand that the proposal's region is the entire basin but were curious if there is an estimate of the amount of analysis needed per watershed (14 watersheds). This would help us propose what samples we could pick up regionally and what we could anticipate being shipped to our facilities. Breaking it out by watershed seemed logical to us, but we are open to another way if the information is available.
a) If known, what is the estimated weekly/monthly volume of water samples per watershed?
b) If known, what is the estimated weekly/monthly volume of solids/sediment samples per watershed?
c) If known, what is the estimated weekly/monthly volume of soil samples per watershed?
A5: This RFP is for an Indefinite Delivery Indefinite Quantity (IDIQ) Contract. We essentially would like to know which analyses you can run and adhere to our QAQC requirements so that if we need to use your lab as a backup, there will already be a contract in place so that we could quickly move ahead with using your services.
a) For an idea, we are currently subcontracting our TP analysis, and we submit approximately 32 samples per month for the entire basin. We ship all sample from our central Waco office.
b) We have not requested solids/sediment analysis in the past so have no frame of reference for this one if needed in the future.
c) We have not requested soil analysis in the past so have no frame of reference for this one if needed in the future either.
Q6: Does the BRA have a preferred shipping partner for shipping samples?
A6: We typically use FedEx.
Q7: Appendix A is referenced a couple times, but we could not find it in the RFP. Is there a separate attachment for Appendix A?
A7: Yes, please refer to Addendum No. 1 for Appendix A.
Sincerely, Allison Sheeler, CTCD, CTCM Purchasing Agent
