About this file
This is Addendum 1 to RFP25-0002 issued by Tarleton State University for a Stored Value Card Program, with proposals due by December 19, 2024 at 3:00 PM Central Time. The program seeks to implement both gift cards and reloadable debit cards for small dollar payments and reimbursements, including payments to research participants, student certification exam reimbursements, travel payments for prospective employee families, and student conference travel stipends. Implementation is planned for a limited deployment in late spring with full implementation by August 1. The stored value cards will not be tied to student ID cards or replace the existing CBORD CS Gold system used for meal plans and Texan Bucks transactions.
The university currently processes approximately $50,000 in cash payments annually at an average of $25 per payment, with anticipated volume increases once the stored value card program is implemented. Payment amounts will range from small dollar transactions to larger stipends over $1,000. The university has multiple POS locations across campuses where debit cards can be used for dining, merchandise, and concessions. The system will require standard industry customization of interfaces and reporting modules, along with multilingual support and training for both administrators and cardholders. PDF signatures will be accepted as original signatures for proposal submissions.

ADDENDUM NUMBER 1
Stored Value Card Program
RFP25-0002
Proposal must be received before: 3:00 PM Central Time, 19, December, 2024
Addendum 1 has been issued in response to questions asked:
1. What is the intended use case for the Stored Value Card program?
Stored value cards will be used for small dollar payments and reimbursements. Examples of usage include payments to research participants, reimbursement to students/former students for certification exam costs, travel payments to families of prospective employees, travel stipends to students who attend conferences, and similar types of activity.
2. Is Tarleton looking for gift cards or reloadable debit cards?
a. If both, what are the anticipated use cases?
Most use cases listed above will be one-time payments which can be managed through gift cards. However, we anticipate cases where reloadable cards will be used to fund repetitive payments.
3. What is the anticipated volume of cards?
a. How many individuals currently receive these payments?
For last fiscal year, we identified approximately $50,000 in cash payments at an average amount of $25/payment. This volume will increase with availability of stored value cards. For example, we currently do not reimburse travel for prospective students but will begin that program when we have a stored value card solution in place.
4. What is the anticipated load amount to the cards, on average?
a. How much is disbursed today?
See response to q.3. These have been small dollar payments. With availability of stored value cards, we will move some larger transactions to these cards, such as student travel stipends, which could be over $1000.
5. Can you clarify what customization of the interface and reporting modules must be delivered?
The expectation is that customization of the interface and reporting modules will be delivered in accordance with industry standards.
6. Can you provide more details on your current payment infrastructure including all “acceptance” stations for a future stored value card and type of payment terminals being used?
We have multiple POS locations across campuses where a debit card can be used for dining, merchandise, concessions, etc.
7. Does Tarleton have an approximate timing for when they’d like to kick off the project?
We would anticipate a limited deployment in late spring with full implementation by August 1.
8. Does this RFP include the replacement of CBORD CS Gold as the university's meal plan and Texan Bucks transaction platform? "Attachment A Scope or Work" is vague in this respect.
No
9. Is a PDF signature acceptable as “original signature?”
Yes
10. We understand that Tarleton uses Instant ID card production to produce ID cards for students.
The issuance of stored value cards will not be tied to student ID cards.
11. Please clarify the type of support expected for multilingual support system “for cardholders…” Normally with card management solutions the University's card office staff provide front line support for cardholders.
The expectation is that typical industry support for this use case will be provided.
12. Please clarify the Training expectation for “end users.” Please confirm who is included in the “end user” population.
The expectation is that standard industry training will be provided for end users. The end users will include both administrators and all individuals who receive a card.
The questions below have been determined to be not applicable based on the specified use case scenario or have already been addressed above:
