About this file
This document is an addendum to a Request for Proposal (RFP) issued by the City of Waco, Texas for Doris Miller Community Center Aquatics Operations and Management Services. The RFP seeks a qualified partner to provide professional and fiscally responsible aquatics operations and management services for the community facility's indoor pool. The addendum provides answers to vendor questions, including details on pool chemical responsibilities, anticipated start date, contract finalization timeline, operating budget estimates, current facility operations, technology requirements, and availability of historical attendance and budget data. The RFP has an October 31, 2024 closing date and a January 20, 2025 targeted start date for the management organization to be in place and ready to operate.
The RFP does not provide specifics on pricing terms, set-asides, incumbents, funding requirements, or funding sources, as this is a new program for the City of Waco. Addendum 1
Doris Miller Pool Management RFP Vendor Questions
• Who is responsible for providing pool chemicals?
o We would prefer the operator to take this responsibility, but we are willing to consider all options.
• What is the anticipated start date for the project?
o Open date is scheduled for January 20, 2025. Management organization to be in place and ready to operate on that date.
• After the proposal is reviewed, how long will it take to finalize the contract and begin work?
o The contract will be finalized prior to Council approval, that approval will be on the Council agenda late November or early December.
• What is the anticipated operating budget for the facility?
o This is a new program, so operating budget is not available. We have some estimates of what the operating expenses will be, but we would like to have potential management organizations provide us with their plan for budget and operations. We are most interested in knowing the range of opportunities and options each proposal includes so we can best serve our community.
• Can the city describe how they are currently operating the Doris Miller Community Center?
o The Community Center is a full-service facility. Child care services are offered after school and on out of school holidays and summer; There is a fitness center and group exercise classes are offered throughout the day and evening; Sports programming for youth and adults is offered in the gym and on the outdoor field; Community organizations utilize meeting rooms and class rooms for meetings and educational activities; There is a senior program that provides fitness classes, health and wellness education and social activities to community members over 60; There are also various special events throughout the year that utilize gym, classroom and outdoor spaces.
• We understand the vendor will need to supply equipment, but does the city have a software system preference? Will Wi-Fi be available?
o No preferred software system, and Wi-Fi is available. We currently use Rec Trac for our program registration. Depending on the proposal we can use Rec Trac from aquatics programming, or the management organization can utilize their own system, this is an item that could be negotiated.
• Can you please provide attendance numbers for prior years?
o This is a new program so prior attendance numbers are not available.
• Can you please provide prior years budgets and costs of scopes being requested?
o This is a new program, prior years budgets and costs of scopes are not available.
• There are not any operations times listed nor the dates of operation listed. What are the expected hours? Is the center open on holidays or will it follow a city holiday schedule?
o The Community Center hours of operations are 9am-9pm M-Th, 9am-6pm F, 9am-3pm Saturday, closed Sunday. The expectation would be that the pool may be operated on a different schedule to accommodate early morning open swim, adult aqua fitness classes, swim lessons, competitive swim training, drowning prevention classes provided to child care participants and area elementary school children, as well as special community events (movie nights, etc) and private party rentals. The facility would be closed for City holidays. Programming and the required schedule should be included in the proposal and will be considered as part of the package.
• What, if any, material and supplies are currently on site. The RFP references needing trash cans every 50 feet but doesn’t indicate if they are already in place.
o As part of the renovation, we are installing lockers, bleachers, tables and chairs. We will also provide some equipment for the lifeguards (shepherds hook, safety ring, guard stand.) There will be computers and phones in the space. Miscellaneous supplies can be negotiated if needed.
