About this file

This document is an Addendum to Solicitation No. 405-24R0004577A issued by the Department of Public Safety of the State of Texas. The addendum responds to vendor questions regarding the requirements for a single price for each of the 3 line items listed on the Mandatory Pricing Schedule, the inclusion of a separate rate sheet, resumes for key personnel, payment terms, HUB subcontracting plan requirements, and clarification on video modification timelines. Key details include that this is a new solicitation with no incumbent vendor, the budget range is not provided, and there is no preference for vendors located in Austin. The solicitation is for professional videography services for employee training and marketing to customers for the Driver License Division of the Texas Department of Public Safety.

Pricing is required for the 3 line items on the Mandatory Pricing Schedule, and vendors may include a separate rate sheet. Resumes are required for all key personnel, and a HUB Subcontracting Plan must be submitted by all qualified respondents, with the respondent's own HUB certification counting towards the 26% HUB goal. Payment will be based on the price per video upon completion of services, and the estimated video modification times provided are based on workload and complexity, with the actual times varying depending on the specific edits required.

QUESTIONS AND ANSWERS

1. Please confirm that you are asking for a single price for each of the 3 line items listed on the Mandatory Pricing Schedule, and are not looking for a rate for each service listed under each option in Section C.2, and that the total cost of all labor, materials, tools, supplies, equipment, personnel, etc. must be included in one Unit Cost for each year.

Response: Yes, that is correct.

2. May we include a separate rate sheet in addition to the Pricing Schedule?

Response: Yes, but must be reflective of the Mandatory Pricing Schedule and Section C.2 requirements.

3. Are resumes required for all key personnel?

Response: Yes, please refer to Section C.2.2 Minimum Experience and Qualifications of the IFB.

4. Please confirm if the Successful Respondent may invoice DPS a percentage of total Estimate upon Script approval and prior to the Pre-production meeting, which would constitute completion of the Development phase of Production.

Response: Payment would be based on the price per video upon completion of services.

5. It is understood that all Qualified Respondents must submit a HUB Subcontracting

Plan. Notwithstanding, please confirm if Qualified Respondent's own HUB certification counts toward the 26% HUB Goal.

Response: Yes, a Respondent’s own HUB certification can count toward the HUB Goal for this solicitation. All Respondents (regardless of HUB status) are required to submit a completed HUB Subcontracting Plan whether they are subcontracting portions of the contract to HUB and/or non-HUBs or self-performing the entire contract utilizing its own resources, employees, goods, and services.

6. Please provide an anticipated Budget range of the deliverables being requested in this

RFP.

Response: DPS does not provide budgetary information.

7. Is there an incumbent vendor for these services?

Response: This is a new solicitation.

8. If there is an incumbent vendor, what is the name of that vendor, the current contract number, and amount?

Response: Please see the response to question 7.

9. You list notes or feedback on videos with timings. For example for the 2 minute video you say "To include up to 15 minutes of video modifications due to client edits." For a 4 minute video you say "To include up to two hours of video modifications due to client edits." For a 10 minute video you say ""To include up to four hours of video modifications due to client edits." What are you basing these timings of 15 minutes, 2 hours, and 4 hours on? How many rounds of modifications does this translate into? Can you please clarify what you are asking for here? 2 hours of work for one person might take 3 or 4 hours for someone else.

Response: The timings of 15 minutes, 2 hours, and 4 hours for video modifications are based on estimated workload and complexity. For shorter videos, the amount of potential edits is generally expected to be lower, hence the shorter estimated time. As the video length increases, the potential for more extensive edits and revisions also grows, leading to longer estimated modification times.

The number of rounds of modifications cannot be definitively determined from the given information alone. It depends on the specific nature and extent of the client edits, as well as the efficiency of the editing process. However, the provided estimates offer a general guideline for the potential scope of modifications.

It's important to note that the estimated times are based on averages and may vary depending on individual factors such as editing skill, software proficiency, and the complexity of the edits.

10. You list photo/video shoots. Are you looking for a videographer or photographer?

Response: The project requires a skilled professional who can create a comprehensive video compilation. Ideally, this person would have expertise in both videography and photography. This combination would allow for a more versatile and visually appealing media package, capturing both dynamic video footage and compelling still images.

11. Can you please provide the cost for the Criminal History Background Check that may be asked for and is to be paid at contractor's expense?

Response: There is no cost to the vendor for a criminal history background check.

12. Can you please specify what sections you require to be bookmarked in our electronic submissions?

Response: Please refer to Section D.7 for response submission instructions.

13. Since this is an RFP for video production, viewing responding companies' previous work would see to be a critical element. My we submit links to view previous work as part of our proposal. Your RPP says that links are considered nonresponsive? Would likes be acceptable for video samples?

Response: The solicitation is an Invitation for Bids and not a Request for Proposals.

Please refer to Section E, Page 22 of 23 of the IFB for the Evaluation Criteria. No video samples are being requested.

14. Is Financial Rating and Solvency Information required for this proposal?

Response: Please refer to Section B.1.2 of the IFB. It only needs to be included in your response if it is specified within Section C.

15. Is a redacted solicitation and contract bid required for this proposal?

Response: Only if applicable. Please refer to Section D.9, Page 20 of 23 of the IFB.

16. Our company is located in California. May we submit our proposal for consideration and then if chosen for a contract, apply for authorization to do business in Texas?

Response: Vendor must provide documentation from the appropriate state entity "at time of bid response.” Please refer to Section D.7.1 – Volume One – H. Vendor must provide documentation from the appropriate state entity that indicates that Bidder is properly certified to conduct business in the State of Texas (e.g., The Certificate of Existence from the Texas Secretary of State and the Certificate of Account Status from the Comptroller of Public Accounts).

17. In volume 2 section 4 are we required to include home addresses for owners of the business, or the main business address?

Response: The main business address.

18. If we have no plans to hire subcontractors, how should we complete and submit a HUB subcontracting plan?

Response: Please refer to Exhibit F.3, HUB Subcontracting Plan (HSP) for instructions on self-performing. You can also reach out to the HUB Subcontracting Plan contact for assistance, which is listed in the HSP.

19. Would you have a preference for a company that is in Austin?

Response: There is no preference to be in the Austin area.
