About this file

This document is an addendum to a Request for Proposal (RFP) issued by Texas Southern University (TSU) for a Master Lease for Student Housing. TSU is seeking building owners with proven experience in student housing to enter a short-term master lease to provide housing for the university's student body. The RFP includes details on the project such as the required unit configurations, amenities, maintenance and services, security, and delivery timeline. TSU is open to considering proposals from corporate housing providers that can offer furnished units and a single point of payment, as long as they can meet the core requirements outlined in the RFP. The university is flexible on certain specifications such as eliminating cable TV in favor of improved high-speed internet, as well as the initial delivery date of July 15, 2025.

Regarding pricing and other terms, TSU is willing to negotiate on the inclusion of utilities and services in the gross rent. The university will be responsible for all marketing of the student housing to students, and will provide the selected landlord with the necessary marketing materials. TSU is also open to considering proposals that include more than one apartment complex to meet the 1,500-bed requirement. The university's evaluation will focus on providing the best value, and they expect the selected provider to deliver an excellent level of guest experience and customer service.

Questions & Answers

RFP # 717-25-701

Master Lease for Student Housing

Question 1: We are a corporate housing provider that specializes in providing housing solutions

(we are not property owners or managers). We are completing market research to determine if we could offer a single property or multi-property solution. We would leave the necessary units with the management company, set up all utilities, cable, and internet, and provide the University with a single point of payment. Additionally, we can provide furnished housing. We have experience providing student housing to universities such as Virginia State University, Georgetown University, and Virginia Tech, as well as extensive experience providing housing for corporate interns. We believe we can assist with your need, however, as we are not property managers/ owners, and we would not be able to provide the level of detail requested in the RFP.

For example, in Criterion 2, we can guarantee our response times but since we do not employe the onsite staff, we could not guarantee their response times.

o Would TSU entertain us as a solution?

o If so, could we have a separate discussion about the services we could provide?

Answer 1: Texas Southern University will be open all solutions and what brings the best value to the University. Since the solicitation has been posted Texas Southern University cannot engage in any conversation concerning the services requested

Question 2: Does TSU want the entire property to be solely used for their student population?

Answer 2: No. But if that can be an option, please note it as an option.

Question 3: Does TSU intend to have 1 or 2 students per bedroom? Ex. 2 students per bedroom in a 2-bedroom apartment would be 4 students in one unit.

Answer 3: Please provide all available floor plans that will be available.

Question 4: Can you clarify the dates in Criterion 3 point 13- should the occupancy date be

August 1st, 2025?

Answer 4: It should be August 1, 2026.

Question 5: Would TSU consider furnished apartments as a solution? Does TSU plan to install dorm furniture in the apartments?

Answer 5: TSU would like to consider furnished apartments as an option. TSU does not plan to install dorm furniture.

Question 6: Do you anticipate the number of rooms needed fluctuating from year to year?

Answer 6: Yes.

Question 10: The RFP notes that units need to be available no later than July 15th prior to the start of the academic year. Our current leases (non-master leases) with our residents have a lease expiration of July 31, 2025, which conflicts with the initial lease expiration date for the current leases. Will there be any flexibility on the Year 1 availability (July 15th, 2025? Year 2 will not be a problem.

Answer 10: Yes

Question 11: The current Scope cites utilities to include cable television. As you may know, most student housing communities have mostly eliminated cable television as a service in favor of improved high-speed internet and streaming capabilities. Simply put, students just don’t watch cable television anymore and prefer to stream. Will there be any flexibility to eliminate cable television in favor of providing improved high-speed internet?

Answer 11: Yes.

Question 12: Can you advise what role TSU Housing office will play in the Resident Advisor
