About this file
This document is an Addendum to Invitation for Bid (IFB) #455-25-1005 issued by the Railroad Commission of Texas (RRC) for Hotel Conference Services for the RRC's FY25 and FY26 Regulatory Conferences. The addendum provides answers to submitted questions, including details on the required room block size of 400 guest rooms at peak based on prior pick-up history, the ability to propose alternative 2026 dates between June 1 - August 31, and confirmation that the RRC will not issue payment prior to services being rendered. The RRC is not interested in accepting bids for overflow rooms from venues unable to host the full conference.
The RRC IFB #455-25-1005 covers services to be provided in Travis County and the City of Austin, Texas. The solicitation is open to all qualified vendors, with no incumbent provider identified. Funding for the conferences will be through the RRC's standard budgetary sources, with no specific set-aside requirements mentioned.

QUESTIONS
ANSWERS
1 We will accept only if you include accordance with our "Tribal laws" here in the state of Texas.
The question is unclear on what is being included with respect to what. RRC will comply with all applicable laws.
2 Could you tell me approximately how many per diem rooms you have needed in the past and is that relatable to the 2025/2026 programs?
10-15 government per diem rooms rates were needed in the past. Yes, it is relatable to the 2025/2026 programs.
3 1) The requirements specify 400 room block guest rooms at peak. Is the number of rooms based on prior pick-up history of the Group?
2) The dates provided for 2026 are not available, are we able to propose for any other dates/weeks in 2026?
3) To establish payment after the event, is RRC able to complete a Direct Billing Application 120+ days prior to Group arrival?
1. Yes. The group’s prior pick-up history includes selling out the hotel at the conference venue that has 297 rooms.
2. Yes, the vendor may propose alternative dates in 2026 that range from June 1
– August 31.
3. No, RRC will not issue payment prior to services being rendered.
4 We are wondering if you would like bids for potential overflow rooms, as your program is too large for our facility but we would still like to be involved. Please advise, thanks!
The RRC is not interested in overflow rooms for venues that are not capable of hosting our large group of attendees.
All other aspects of IFB# 455-25-1005 remain as is.
