About this file
This document is a memorandum responding to questions regarding a Request for Proposals (RFP) issued by Integral Care for Locum Tenens, Permanent Placement and Telehealth Services. The RFP allows proposers to submit bids for any or all of the requested services, which include on-call telemedicine and therapist services. The deadline to submit proposals is 5:00 P.M. CST on October 15, 2024, and the selection will be based on the proposal that provides the best value to Integral Care. The RFP indicates that Historically Underutilized Businesses, including Minority-Owned Businesses and Women-Owned Businesses, are encouraged to apply.
The memorandum addresses questions related to the RFP, such as the acceptability of references from outside of Travis County, Texas, the existence of historical or projected utilization data, the preference for a single or multiple awards, and the mandatory bidding requirements. It also clarifies that subcontracting is not mandatory and that typical daily shifts are expected to be 8 to 10 hours. The memorandum does not provide information on the annual spending for Locums services or the estimated budget for the contract.

MEMORANDUM
TO:
All Persons/Entities That Have Received Integral Care’s September 11, 2024 Request for Locum Tenens, Permanent Placement and Telehealth Services (“RFP”) FROM: Brody Ballard, Coordinator of Legal Services
RE:
Response to Questions Regarding RFP
DATE:
October 1, 2024
QUESTIONS/RESPONSES
Q1: After reviewing the requirements, we noticed that vendors must provide the names, telephone numbers, addresses, and contact names of at least three business references for whom similar services have been provided in Travis County, Texas. While we have not provided services in Travis County, we have staffed in other states. Can we provide references from outside of Texas, or do they need to be specifically from Travis County?
A: If no references from Travis County, Texas are available as requested by the RFP, please substitute references that Proposer believes are most relevant to the Services sought.
Q2: Do you have historical and/or projected utilization data for the on-call telemedicine services and the therapist services?
A: No.
Q3: Is Integral Care's preference to enter a single award for all services, or if you anticipate an award per service?
A: Per the “SELECTION OF SUCCESSFUL PROPOSER” section of the RFP: “A selection(s), if made, will be based on the Proposal(s) that provides best value to Integral Care.”
Q4: Will offerors who do not propose all the requested services be eligible to score full points during evaluation?
A: Yes.
Q5: Is this a new contract or renewal of an existing contract?
A: This question does not pertain to the process or specifications of the RFP.
Q6: If there is an existing contract, could you please share the names of the current vendors and their pricing?
A: This question does not pertain to the process or specifications of the RFP.
Q7: In order to be considered responsive for this solicitation, is it mandatory to bid on all positions?
A: No. Per page 13 of the RFP: “Any Proposer may submit a Proposal for any or all of the Services requested in this RFP, as stated below. Each Proposal must be divided into and labeled with the following major categories (as applicable for the particular Services addressed by the Proposal):
a.) Locum Tenens Services;
b.) On-call Telemedicine Services;
c.) Telehealth Services.”
Q8: What is the estimated budget for this contract?
A: This question does not pertain to the process or specifications of the RFP.
Q9: Is it mandatory to subcontract?
A: No. Per page 8 of the RFP: “Successful Proposer shall not subcontract, sell, assign, transfer or convey its rights and/or obligations with respect to any Contract, in whole or in part, without Integral Care’s prior written consent.”
Q10: Could you please provide information on the daily duration of shifts required for the necessary professions? For example, the number of hours per day?
A: Integral anticipates, but cannot guarantee, typical daily shifts of eight (8) to ten (10) hours.
Q11: We would like to know the annual Locums spend for 2023, YTD of 2024, and what you all are looking to spend in 2025.
A: This question does not pertain to the process or specifications of the RFP.
Q12: Because the Psychiatrists we work with are not our employees we don’t require an I-9 or utilize E-Verify, but instead require a W-9. Are we able to provide other forms of identification from the provider such as a Driver’s License, Social Security Card, Birth Certificate, Voter’s Registration Card, etc.?
A: The alternate forms of identification listed above are acceptable in the case that a Provider is not Proposer’s employee.
Q13: General Information, P. 13, ii. directs the proposer to identify business references for whom proposer provides services in Travis County. If there are other references within Texas, but not specifically Travis County where similar services are provided, are those references acceptable in lieu of Travis County references?
A: If no references from Travis County, Texas are available as requested by the RFP, please substitute references that Proposer believes are most relevant to the Services sought.
