About this file
This document is an Addendum to an Invitation for Bid (IFB) issued by the Statewide Procurement Division (SPD), a division of the Comptroller of Public Accounts (CPA) for the State of Texas. The IFB is for the procurement of drug and alcohol testing products, with the Department of Public Safety (DPS) and the Texas Department of Criminal Justice (TDCJ) being the major customers. The Addendum extends the Bid Opening Date from September 26, 2024, to October 3, 2024, at 1:30 PM C.S.T. It also provides changes to the specifications for an 8-Panel Urinalysis Drug Testing Cup, clarifying that the reference manufacturer/model must be CPA Approved Equal. The Addendum addresses several questions related to the Mandatory Price Sheet quantities and configurations.
The IFB covers a four-year contract period, with the quantities provided being estimates based on previous usage. Respondents are advised that the quantities should not be construed as minimum or maximum order amounts. The contract will be awarded to the responsive and responsible bidder(s) offering the best value to the State of Texas and the participating local government entities, which include Travis County and the City of Austin.

Questions and Answers IFB No. 304T-25-193A2 Title:
Question No. Question Answer
1 What is the SVT configuration needed (number of tests and types of tests: example pH, Ox, SG)?
SVT configurations and adulteration tests are not required, but should have a validation screen to provide a positive or negative test result.
Will there be an updated MPS added to the ESBD list of documents, or should the quantities be updated by the respondent on the MPS currently listed (document 2 & 4) to reflect the Addendum? Or, should it be left as is and the addendum will serve as the only update for this change?
The Mandatory Price Sheet quantities should be left as is. The Addendum No. 1 serves as the update to the changes on the Mandatory Price Sheet.
Responses to #21 and #22 indicate that the quantities on the MPS for line item #2 is cases and not cups. However, in the Mandatory Price Sheet Updates section, this is still listed as “cups”. Can you confirm the 26,526 estimate is cases and not individual cups?
The quantities are by the UOM shown on the Mandatory Price Sheet, Case.
"Cups" is the description of the item, and allows for a range of acceptable amount of cups allowable per case.
are the new volumes on the spreadsheet representative of 1 year of volumes, or the full 4 year volumes? Originally, the IFB had said they were 4-year volumes, but the new, lower amount would be a drastic reduction compared to the bid 2 years ago if it’s representative of 4 years; makes more sense as a single year’s volumes.
Quantities are estimates only and are based upon previous usage for a four-year period, along with other data. These estimates should not be construed as a minimum or a maximum quantity that Customers may order.
I do not understand the reference in the specifications of the Urine Drug Testing Cup, which says:
4. Built-in validity screening There is no description of the validity tests that you want built in. They need to be specified.

we are finalizing our response and noted that the pricing response (excel file) doesn’t have the updated quantity. Is it OK to note that in our response and submit? Or do you want to provide an updated excel file?
