About this file
This document is an Addendum to Invitation for Bid (IFB) No. 304T-25-255A1 issued by the Statewide Procurement Division (SPD), a division of the Comptroller of Public Accounts for the State of Texas. The IFB is requesting sealed responses for Commercial Vehicle Safety Alliance (CVSA) inspection decals and out of service criteria handbooks and pictorials, with the Texas Department of Public Safety (DPS) being a major customer for these items. The addendum provides responses to various questions related to the specifications, current contractor, and bidding requirements for this solicitation.
The addendum clarifies that all specifications for the solicitation are located in Part A, Section A.7.2, and that the line items are proprietary to CVSA. It also states that previous award information can be requested through an open records request, and that respondents must bid on all line items to be considered for award. The addendum further explains that CVSA does not sell directly to vendors, and that the realistic expectation is for the Texas DPS, as a CVSA member, to be the source for these items.

Question 9: I did not see any addendum in this solicitation and not sure if vendors asked the questions I have and it has already been answered.
It applies this solicitation is for the Texas DPS who is a CVSA member and the items requested are realistically supposed to be sourced from CVSA.
CVSA has acknowledged Texas DPS membership and applicable member pricing, however, they do not sell to vendors and will not make decals for vendors except the member which is Texas DPS.
I'm not sure how realistic it is for a vendor to source these items in this circumstance
