About this file
This document is an Addendum to a Request for Proposals (RFP) issued by the Texas Parks and Wildlife Department (TPWD) for Museum and Interpretive Services for the State Parks Division's Interpretation Services Program. The RFP outlines the need for a variety of services including creative development, graphic design, illustration, fabrication, and installation for museum exhibits and interpretive displays at Texas state parks and historic sites. The addendum provides revisions and clarifications to the original RFP, including changes to the compensation and fees exhibit, confirmation that hard copies are not required, and guidance on submitting proposals electronically. The RFP has a due date of October 1, 2024 at 2:00pm CT.
The revised Exhibit B outlines pricing requirements for the sample project, allowing respondents to submit pricing for all services, design services only, or fabrication services only. Respondents are no longer required to provide hourly rates but instead should provide lump sum pricing. The RFP indicates that respondents can be design-only firms or design-build firms providing both design and fabrication services, and subcontractors must meet the same qualifications as the primary contractor. Delivery locations will vary across the Texas state park system.

PURPOSE OF ADDENDUM: REVISIONS and CLARIFICATIONS
Except as provided herein, all terms and conditions of the document referenced herein, remain unchanged and in full force and effect. The following are specifications to this solicitation. Questions and Answers
Question 1: Does this RFP encompass a need for language interpretation or providing any of the museum materials in multiple languages, including but not limited to signs, audio recordings, etc.?
Answer: This RFP does not encompass a need for language interpretation. TPWD will provide all text including any non-English translated text. The non-English text would need to be incorporated into any feature (graphic design, A/V interactive, etc.) within the Contractor’s scope which is already incorporating the English text.
Question 2: RFP Section II, Subsection 3.1.: Please confirm that hard copies are not required. Please clarify whether you need digital copies of our proposal as two separate files – one with the file name ORIGINAL and one with the file name COPY. Please clarify whether the copy marked Original should include Exhibit B - Compensation and Fees. Please confirm a table of contents is sufficient to address the request for tab-indexing.
Answer: Hard copies are not required. Respondent may submit via hard copy OR electronic. If submitting electronically, Respondent should submit one of two ways – either: 1. Two attachments, one marked ORIGINAL that includes the Price Sheet and one marked COPY that includes everything except the Price Sheet; or 2. Every Exhibit as it’s own attachment so that the Price Sheet can be excluded from the Technical Evaluation scoring. A table of contents is sufficient to address indexing.
Question 3: RFP Section II, Subsection 3.2.: Please confirm a scan of Exhibit A with an original signature is sufficient.
Answer: Yes, this is sufficient. Electronic/digital signatures will also be accepted.
Question 4: RFP Section II, Subsection 4.: Please clarify that proposals can be sent via email. Is there a required format for labeling the proposal files?
Answer: Yes, emailed submissions are acceptable and should be emailed to Purchasing.BidBox@tpwd.texas.gov with the applicable solicitation number listed in the Subject Line. See Answer to Question 2.
RFP 802-25-46474
Addendum 1
Question 5: RFP Section II, Subsection 4, Exhibit B: Please clarify whether Exhibit B needs to be in a file separate from the proposal. Please clarify that you are asking for the hourly rate for each category. We have multiple rates for several service categories – can we include a rate range? Please clarify that we are expected to use these hourly rates for the length of the CPA – i.e. through 2029.
Answer: Regarding Exhibit B as a separate attachment, see Answer to Question 2. TPWD hereby revised Exhibit B – Compensation and Fees with Addendum No. 1; hourly rates are no longer requested.
Respondents should price the Attachment 1 – Sample Project for all services, or price their Design services or Fabrication services if they are a firm that only provides one or the other.
Question 6: RFP Section II, Subsection 4, Exhibit B: Should our lump sum total sample project cost include costs only for the services we are offering in our Museum and Interpretive Service proposal or for the entire sample project? For example, if we are offering only General Interpretive Services and plan to use subcontractors for graphic production and construction, should we only price the design portion of the sample project?
Answer: See revised Exhibit B. If Respondent intends to be awarded a contract for all services (both General Interpretive Services AND General Fabrication and Installation Services), Respondent should submit pricing for Line Item 1.1. for all services. If Respondent only intends to be awarded a contract for General Interpretive Services, Respondent should submit pricing for Line Item 1.2.
Question 7: RFP Exhibit G – Response Submission Checklist: Please clarify whether the number is RFP 802-24-46474 or RFP 802-25-46474.
Answer: The correct number is 802-25-46474.
Question 8: RFP Attachment 1 – Sample Project: Please confirm that we are only required to fill in a lump sum cost on Exhibit B – Compensation and Fees.
Answer: See Revised Exhibit B with this addendum. Respondents should price either all services, design services, or fabrication services.
Question 9: RFP Attachment 1 – Sample Project: Please confirm that we are NOT required to submit a sample proposal for this. Please confirm that we are only required to fill in a lump sum cost on Exhibit B – Compensation and Fees.
Answer: Exhibit F – Technical Proposal should provide Respondent’s Technical Approach and Understanding and Facilities and Equipment to provide all services they intend to provide to TPWD if awarded a Contract. Respondent should reference elements of both the broad scope in RFP Section I, Subsection 6. Scope of Work and Specifications and the scope provided in Attachment 1 – Sample Project.
Question 10: Exhibit B – Compensation Chart – please offer clarification on the Sample Project – it states to provide “one lump sum total project cost to provide the services outlined in Attachment 1”. We are a design only firm, so we are to provide what we think would have been our design fees for the sample project.
Is the total project cost, only to be design fees as we would not know the fabrication/installation costs as we do not provide those services. Please confirm that for design only firms, the lump sum amount to be included in the chart are design fees.
Answer: See Answer to Questions 5 and 6, along with the Revised Exhibit B attached and incorporated herein.
Question 11: Please confirm that responding firms can be design only or is the RFP wanting design/build firms that can provide both services; are design only firms not qualified to submit?
Answer: Yes, Respondents can submit a proposal for some or all of the services listed within the RFP.
Respondent should clearly notate in their proposal response and on the price sheet what services they intend to provide.
Question 12: Must bidders have be registered as a domestic or foreign corporation within the state of Texas? Is a TIN required to apply?
Answer: A Texas Identification Number is not required to submit a proposal, but it will be required if selected to be awarded a Contract. If Respondent does not have a TIN, or does not know their TIN, they may list their EIN or SSN on the “Texas Identification Number” line of the Vendor Information Block of their RFP response.
Question 13: RFP Section III, Subsection 56. Subcontractors: This section states that subcontractors should meet the same requirements and level of experience as the contractor. If we are using a fabrication / installation subcontractor, should we duplicate Exhibits C, D, E, and F in their entirety, in a slimmed down version, or not at all, for the subcontractor?
Answer: No, exhibits are not required for subcontractors. Any subcontractor under the primary Contractor must meet the same qualifications as Contractor. Primary Contractor shall maintain all responsibility for work conducted under this contract as specified herein.
Question 14: RFP Section III, Subsection 6.1.: Where are the main locations/areas TPWD will need projects done?
Answer: Delivery (or installation) locations will vary by project and could include any Texas State Park.
Some of these locations are in remote areas. The project location will be clearly outlined in the project’s scope of work.
Question 15: RFP Section III, Subsection 1.9.: Do subcontractors need to get approved by TPWD if the service being sought after wasn’t in the proposal and isn’t offered by another awardee?
Answer: At the project level, TPWD will approve of any applicable subcontractors. See Answer to Question 13.
Question 16: Should materials be included in the hourly rate for the services requested on Exhibit B?
Answer: No, see Revised Exhibit B and Answers to Questions 5 and 6.
