About this file

This document is an Addendum to Invitation for Bid (IFB) No. 304T-25-345A2.2 issued by the Statewide Procurement Division (SPD), a division of the Texas Comptroller of Public Accounts (CPA). The IFB is for Personal Protective Equipment and First Aid Components, with the Texas Department of Public Safety (TXDPS) as the major customer. The Addendum provides responses to questions from potential bidders, including clarification that any CoTCCC-approved tourniquet, not just the specific NAR CAT model, is acceptable. There are no set-asides for this contract, and bidders do not need to be located in Texas or have a Historically Underutilized Business (HUB) status to participate.

The pricing and contract term details are not provided in this Addendum. However, it is noted that the previous IFB No. 304T-24-345A2.1 for these items was not awarded due to an internal error. Potential bidders are required to acknowledge receipt of this Addendum by signing and returning it with their bid response, or they may be disqualified.

Question No. Question Answer

1 Is the agency able to disclose why the IFAK's were not awarded under IFB No. 304T-24-345A2.1 PPE and First Aid?

Due to an internal error on the gloves, the IFAK was unable to be awarded.

2 Is there a specific manufacturer the agency would prefer for any of the items?

No, any manufacturer that meets specifications is acceptable.

Reference Part A Section A.7.1 Referenced Brand Example.

3 Are there any set asides for this contract? No, there are no set asides for this contract.

We are a SDVOSBand registered with the TX CPA and have a Vendor ID. However, we are not located in the state of TX and therefore we do not have a HUB Status. We are however registered HUBZone business for the facility location. Can we still bid on this effort?

CPA allows for any Vendor to provide a response on Solicitations regardless of facility location or HUB status.

We had a quick question regarding the tourniquet referenced on page 11 of this IFB.

We wanted to check if there's flexibility to substitute the NAR CAT with a different tourniquet that is also CoTCCC-approved.

The CoTCCC (Committee on Tactical Combat Casualty Care) is a group of experts who develop guidelines for trauma management. Devices they approve, like tourniquets, are rigorously tested to meet the highest standards of effectiveness and reliability.

While the CAT tourniquet is a brand name that is well-known, and often used to describe a level of tourniquets in general (such as "Kleenex" for facial tissues) other CoTCCC-approved options offer the same or greater efficacy.

Any manufacturer that meets specifications is acceptable.
